Foundation Course to Indian Civil Services is an introductory course designed for fresh recruits to the civil services in India. The Foundation Course (also called FC) introduces young civil servants to the avenues of governance and serves as launching pad for inter-service camaraderie.
Candidates to the Foundation Course are invited for the course by the Department of Personnel and Training at Mussoorie after they have cleared the rigorous three-stage Civil Services Exam, conducted by the UPSC.

The Indian Railway Personnel Service (IRPS) is a Prestigious Group 'A' Central Civil Service cadre of the Government of India. The central civil servants of this service are responsible for managing the Human Resources of the Indian Railways and welfare of railway employees and their families. Railways has a work force of about 1.4 million employees. It is the only civil service of its kind in India and it creates a cadre of central civil servants specialized in human resource management in government of India. The total sanctioned strength of the service is '478' after cadre restructuring orders on 09.03.2019.

Lal Bahadur Shastri National Academy of Administration (LBSNAA) is a civil service training institute on public policy and public administration in Mussoorie, Uttarakhand in India. Padmanabha Pillai Gopinathan Nair was an Indian social worker, Gandhian, independence activist, and the chairman of Mahatma Gandhi National Memorial Trust. He participated in the Quit India movement of 1942 and worked alongside Vinoba Bhave to promote Bhoodan and Gramdan movements. He was the initiator of the camp movement, a student program that was part of the Construction Movement of Mahatma Gandhi. He was a recipient of the Jamnalal Bajaj Award, among other honors. The Government of India awarded him the fourth highest civilian honour of the Padma Shri, in 2016, for his contributions to society.
