The Frank Byron Rowlett Award (formerly the Information Systems Security National Award) is an award given by the National Security Agency to recognize outstanding organizational and individual excellence in the field of information systems security. Today these annual awards, named in honor of cryptologic pioneer Frank Rowlett, recognize significant contributions to the information assurance discipline.
The Frank B. Rowlett Awards recognize individual and organization one-time or long-term achievement in the improvement of national information systems security, information assurance readiness, or defensive information operations.
The Frank B. Rowlett Trophy for Organizational Achievement is awarded annually to the U.S. Government organization recognized as making the most significant contribution to the improvement of national information systems security, operational information assurance readiness, or the defensive information operations posture of the United States.

Raymond Thomas "Ray" Odierno is a retired four-star general of the United States Army who served as the 38th Chief of Staff of the Army. Prior to his service as Chief of Staff, Odierno commanded United States Joint Forces Command from October 2010 until its disestablishment in August 2011. He served as Commanding General, United States Forces – Iraq and its predecessor, Multi-National Force – Iraq, from September 2008 through September 2010. Strategically, cyber defence refers to operations that are conducted in the cyber domain in support of mission objectives. To help understand the practical difference between cyber security and cyber defence, is to recognize that cyber defence requires a shift from network assurance (security) to mission assurance where cyber defence is fully integrated into operational planning across the Joint Functions. Cyber defence focuses on sensing, detecting, orienting, and engaging adversaries in order to assure mission success and to out-manoeuver that adversary. This shift from security to defence requires a strong emphasis on intelligence, surveillance and reconnaissance, and the integration of staff activities to include intelligence, operations, communications, and planning. Defensive cyber operations refer to activities on or through the global information infrastructure to help protect and institutions’ electronic information and information infrastructures as a matter of mission assurance. Does not normally involve direct engagement with the adversary.
The American Society of Naval Engineers (ASNE) is a professional association of naval engineers. Clarence Leonard "Kelly" Johnson was an American aeronautical and systems engineer. He is recognized for his contributions to a series of important aircraft designs, most notably the Lockheed U-2 and SR-71 Blackbird. Besides the first production aircraft to exceed Mach 3, he also produced the first fighter capable of Mach 2, the United States' first operational jet fighter, as well as the first fighter to exceed 400 mph, and many other contributions to various aircraft. As a member and first team leader of the Lockheed Skunk Works, Johnson worked for more than four decades and is said to have been an "organizing genius". He played a leading role in the design of over forty aircraft, including several honored with the prestigious Collier Trophy, acquiring a reputation as one of the most talented and prolific aircraft design engineers in the history of aviation. In 2003, as part of its commemoration of the 100th anniversary of the Wright Brothers' flight, Aviation Week & Space Technology ranked Johnson eighth on its list of the top 100 "most important, most interesting, and most influential people" in the first century of aerospace. Hall Hibbard, Johnson's Lockheed boss, referring to Johnson's Swedish ancestry once remarked to Ben Rich: "That damned Swede can actually see air."
