Pampanga, officially the Province of Pampanga, is a province in the Central Luzon region of the Philippines. Lying on the northern shore of Manila Bay, Pampanga is bordered by Tarlac to the north, Nueva Ecija to the northeast, Bulacan to the east, Manila Bay to the central-south, Bataan to the southwest and Zambales to the west. Its capital is the City of San Fernando. Angeles City is the largest LGU, but while geographically within Pampanga, it is classified as a first-class, highly urbanized city and has been governed independently of the province since it received its charter in 1964.
Nueva Ecija, officially the Province of Nueva Ecija, is a landlocked province in the Philippines located in the Central Luzon region. Its capital is the city of Palayan, while Cabanatuan, its former capital, is the largest local government unit (LGU). Nueva Ecija borders, from the south clockwise, Bulacan, Pampanga, Tarlac, Pangasinan, Nueva Vizcaya and Aurora. Measuring 3,379.73 kilometers (2,100.07 mi) long excluding sea routes not counted by highway milestones, it is the longest highway in the Philippines that forms the country's north–south backbone component of National Route 1 (N1) of the Philippine highway network. The entire highway is designated as Asian Highway 26 (AH26) of the Asian Highway Network.

Paulino Torres Santos Sr. was a military officer who became the Commanding General of the Philippine Army from May 6 to December 31, 1936. Upon his retirement, he served as a civilian administrator under President Manuel L. Quezon. He is the namesake of the city of General Santos, which was renamed from Buayan in 1954.
Felimon Talusan Santos Jr. is a retired Filipino general who served as the former Chief of Staff of the Armed Forces of the Philippines. Prior to his appointment, he served as the commander of the AFP Eastern Mindanao Command, and the 7th Infantry Division. He is a graduate of the Philippine Military Academy "Sinagtala" Class of 1986.
