Districts were first and second-level administrative divisions of Albania from 1913–2000. Their number, size, and status changed over time. From 1991 to 2000, the 36 districts were organized into 12 counties. Pursuant to the 1998 Constitution and Law No. 8653, the districts were abolished and replaced with the larger counties and smaller municipalities.

The area of the former district is coextensive with the present municipality of Gramsh, which is part of Elbasan County.

The seat of the municipality is the town Gramsh. The total population is 24,231, in a total area of 739.75 km2. The population of the former municipality at the 2011 census was 8,440.

The population at the 2011 census was 631. The municipal unit consists of the villages Mazrek, Dushk, Kukucov, Kuterqar, Sult, Zgjup Koder, Zgjup Fushë, Dufshan, and Grekan.

Tunjë is a village and a former municipality in the Elbasan County, central Albania. At the 2015 local government reform it became a subdivision of the municipality Gramsh. The population at the 2011 census was 1,393. The municipal unit consists of the villages Tunjë, Tunjë e Re, Duzhe, Jance Qënder, Jance Mal, Prrenjas, Irmenj, Plepas, Katerlis, Oban, Sarasel and Lubinje.

Skënderbegas is a village and a former municipality in the Elbasan County, central Albania. At the 2015 local government reform it became a subdivision of the municipality Gramsh. The population at the 2011 census was 1,239. The municipal unit consists of the villages Skënderbegas, Shemberdhenj, Zenelas, Narte, Harunas, Bletez, Fushez, Kullollas, Vidhan, Ermenj, Kotke, Lemnush and Siman.

The Albanian local elections of 2011 took place on 8 May 2011 in Albania. Electors were asked to elect their municipality's mayor, municipal council members, municipal unit mayor, and municipal unit members. The elections were administrated by the Central Election Commission of Albania. Only 9 of the 384 winning candidates were women.
