Harness Racing Victoria (HRV) is a statutory body for which the Victorian Minister for Racing, The Hon. Anthony Carbines is responsible. Harness Racing Victoria's function is to administer, develop and promote the sport of Harness Racing in Victoria.
HRV is operated by a seven-member Board which reports to Anthony Carbines, the State Minister for Racing.
It is managed by an Executive team comprising the Chief Executive, Matthew Isaacs, a Chief Operating Officer, Chief Commercial Officer, and four General Managers, each responsible for one of HRV's units.
Head office is situated within the RVL complex at Flemington Racecourse in Melbourne's north.
Melton Entertainment Park opened a new racing complex at Melton, which incorporates a 1,000-metre track as well as amenities such as restaurants, gaming machines, hotel accommodation and conference facilities. The Melton track has replaced the existing metropolitan track at Moonee Valley.
The bistro and gaming lounge was opened on 5 March 2009 while the first race was held on 5 July 2009. It was a VicBred 2YO Fillies Semi Final won by Lady Belladonna.
Horse racing is an equestrian performance sport, typically involving two or more horses ridden by jockeys over a set distance for competition. It is one of the most ancient of all sports, as its basic premise – to identify which of two or more horses is the fastest over a set course or distance – has been mostly unchanged since at least classical antiquity.
Harness racing is a form of horse racing in which the horses race at a specific gait. They usually pull a two-wheeled cart called a sulky, or spider, or chariot occupied by a driver. In Europe, and less frequently in Australia and New Zealand, races with jockeys riding directly on saddled trotters are also conducted.
Thoroughbred horse racing is a spectator sport in Australia, and gambling on horse races is a very popular pastime with A$14.3 billion wagered in 2009/10 with bookmakers and the Totalisator Agency Board (TAB). The two forms of Thoroughbred horseracing in Australia are flat racing, and races over fences or hurdles in Victoria and South Australia. Thoroughbred racing is the third most attended spectator sport in Australia, behind Australian rules football and rugby league, with almost two million admissions to 360 registered racecourses throughout Australia in 2009/10. Horseracing commenced soon after European settlement, and is now well-appointed with automatic totalizators, starting gates and photo finish cameras on nearly all Australian racecourses.
The Western Highway is the Victorian part of the principal route linking the Australian cities of Melbourne and Adelaide, with a length of approximately 258 kilometres (160 mi) of single carriageway, then 161 kilometres (100 mi) of dual carriageway known as the Western Freeway. It is a part of the National Highway network and designated routes A8 and M8. The western end continues into South Australia as the Dukes Highway, the next section of the Melbourne–Adelaide National Highway. The Western Freeway joins Melbourne's freeway network via the Western Ring Road, in the western suburbs of Melbourne.
Carbine (1885–1914) was a champion New Zealand-bred Thoroughbred racehorse who won 30 principal races in New Zealand and Australia. He was very popular with racing fans, and sporting commentators of the day praised him for his gameness, versatility, stamina and weight-carrying ability, as well as for his speed. He was one of five inaugural inductees into both the New Zealand Racing Hall of Fame and the Australian Racing Hall of Fame.
The Totalisator Agency Board, universally shortened to TAB or T.A.B., is the name given to monopoly totalisator organisations in Australia, New Zealand and South Africa. They operate betting shops and online betting. They were originally government owned, but in Australia most have been privatised. In Victoria, for instance, the Victorian Totalisator Agency Board began operating in March 1961 as a state enterprise, and was privatised in 1994.
Harness racing, also colloquially known as trotting or the trots, is a spectator sport in Australia, with significant amounts of money wagered annually with bookmakers and the Totalisator Agency Board (TAB). In Australia there are 90 harness racing tracks, which hold over 1,900 meetings annually. There are approximately 2,900 drivers and 4,000 trainers with about 5,000 Standardbred horses foaled and registered each year.
The Victoria Cup is the premier middle distance harness race of Australia. Conducted over 2575m, rather than the staying distance of over 3000m or the sprint distance of under 2000m, the Victoria Cup was run at the Melbourne Showgrounds up until 1975, when it was shifted to Moonee Valley. In 2009 the SEW Eurodrive Victoria Cup will be run at Harness Racing Victoria's new venue, Melton Entertainment Park at Melton. The race has been part of the Australasian Grand Circuit since 1987. Conducted in February from 1987 to 2003, the race is now conducted over two nights in December, alongside the Australasian Trotting Grand Prix.
The Australasian Breeders Crown is a futurity harness racing series for horses bred in Australia and New Zealand. The series is for two, three and four-year-old pacers and trotters.
Popular Alm (1976–2000) was an Australian bred Standardbred pacer. He was one of the fastest pacers Australia has produced, running exceptional times over many distances. Popular Alm set a world record for a mile time trial at Moonee Valley on 13 May 1983, running 1:53.2. He raced 62 times over seven seasons for 49 wins, seven seconds and three thirds for stake earnings of $710,883. He was known as "Poppy".
Menangle Park Paceway, known for sponsorship reasons as Tabcorp Park, Menangle, is a harness racing track operating in Menangle Park, New South Wales, Australia. The New South Wales Harness Racing Club conducts meetings at the Paceway. The New South Wales Harness Racing Club trading as Club Menangle Trackside is located within the Paceway grounds. Major extensions to the club at the licensed historic premises previously known as the Horse and Jockey Inn just outside the paceway grounds, opened in September 2019.
The Inter Dominion Trotting Championship Grand Final was a race for trotters within the overall Inter Dominion series. The series is held each year, and is a harness racing competition for both trotters and pacers that has been contested since 1936 in Australia and New Zealand. The host of the series is rotated between the 6 harness racing states of Australia and the North and South Islands of New Zealand. However, in recent years the Trotting series has mainly been held in Victoria with other Australian states reluctant to host the series. It forms part of the overall Inter Dominion series for pacers and trotters.
The Detroit Race Course was a complex in Livonia, Michigan, a suburb northwest of Detroit and part of the metropolitan area. It consisted of a regulation racing track and associated stables for horses, and facilities for trainers, exercise workers, and jockeys. It was opened in 1950 primarily as a venue for racing thoroughbreds. The track owners also leased the complex to Wolverine Raceway for Standardbred harness racing events. The large complex had stables with a capacity for 1200 horses.
Melton Entertainment Park, formerly Tabcorp Park, is an Australian horse racing venue situated in Melton, Victoria, Australia; 40 kilometres (25 mi) north-west of the Melbourne central business district. It is used for harness racing and is operated by Harness Racing Victoria.
The Inter Dominion is a harness racing competition that has been contested since 1936 in Australia and New Zealand.
Anthony Richard Carbines is an Australian politician, who represents the electoral district of Ivanhoe in the Victorian Legislative Assembly. He has been the Minister for Police, Minister for Crime Prevention and Minister for Racing since June 2022. Previously, he was the Minister for Disability, Ageing and Carers and the Minister for Child Protection and Family Services since December 2021. He is a member of the Labor Party.

Smoken Up is an Australian champion Standardbred race horse bred in New Zealand. He was the first pacer outside North America to record a mile in under 1:50. He was known as Trigger.
Cobblebank is a suburb in Melbourne, Victoria, Australia, 33 km (21 mi) west of Melbourne's Central Business District, located within the City of Melton local government area. Cobblebank recorded a population of 3,601 at the 2021 census.
