ISO/PAS 28007:2012 was developed as an initiative by the maritime industry and based on a request by the International Maritime Organization to provide guidelines for ISO 28000-certified companies deploying Privately Contracted Armed Security Personnel (PCASP) on board ships. [1] [2]
It was specifically developed for organisations operating in the Piracy High Risk Area in the Indian Ocean, usually providing security transits from the Suez Canal to Southeast Asia and the Indian subcontinent. However, many of the certified or soon to be certified Private Maritime Security Companies equally apply the practices to their operations in other parts of the world. [3]
ISO/PAS 28007 is part of a wider range of initiatives to regulate the private security industry which have been developed in recent years. [4] The International Code of Conduct Association for Private Security Service Providers ("ICoCA") recognises ISO/PAS 28007 as a standard to achieve ICoCA certification. [5]
The United Kingdom Accreditation Service ("UKAS") is the only national accreditation body that accredits auditing companies to certify to the standard. As of May 2015, three certification bodies were actively certifying according to ISO/PAS 28007: LRQA, MSS Global and RTI Forensics.

[6] Monbiot cited the qualifications for individuals to seek employment as Maritime Security operatives as legalizing "naval mercenaries".

It is a for-profit corporation, established in 1989, and headquartered in San Diego, California. It is one of the world's largest certifiers, operating in the United States, Canada, Latin America, European Union, and Japan.
A marine surveyor is a person who inspects, surveys, or examines marine vessels in order to assess damage, inspect or monitor their condition and that of any cargo on board. Marine surveyors also inspect equipment intended for new or existing vessels to ensure compliance with various standards or specifications. Marine surveys typically include the structure, machinery and equipment and general condition of a vessel and/or cargo. They also involve judging materials on board and their condition. Though a largely unregulated profession, marine surveyors are generally trained specifically for the role and usually selected after thorough evaluation procedures. Their duties apply to a wide range of seafaring vessels.

Some of the practical issues clustered under the term of maritime security include crimes such as piracy, armed robbery at sea, trafficking of people and illicit goods, illegal fishing or marine pollution. War, warlike activity, maritime terrorism and interstate rivalry are also maritime security concerns.

Environmental certification is a form of environmental regulation and development where a company can voluntarily choose to comply with predefined processes or objectives set forth by the certification service. Most certification services have a logo which can be applied to products certified under their standards. This is seen as a form of corporate social responsibility allowing companies to address their obligation to minimise the harmful impacts to the environment by voluntarily following a set of externally set and measured objectives.

International piracy law is international law that is meant to protect against piracy. Throughout history and legal precedents, pirates have been defined as hostis humani generis, Latin for "the enemy of all mankind". The United Nations has codified much of the law in the United Nations Convention on the Law of the Sea (UNCLOS), which defines different types of piracy and ways to combat it.
Maritime terrorism in Southeast Asia refers to acts of extreme maritime violence committed with political motives within the Southeast Asian region. Despite seaborne terrorist attacks accounting for only 2% of all international terrorist incidents from 1978 to 2008, according to RAND's Terrorism Database, Southeast Asia has proven a hotbed of maritime terrorism. Due to the high frequency of pirates in the region, many Southeast Asian-based terrorist groups have appropriated piratical tactics in carrying out their violent political struggles. In 2003, the International Maritime Bureau reported that out of the 445 actual or attempted piratical attacks on merchant vessels, 189 occurred in Southeast Asia, which was more cases than either Africa or Latin America, with 121 attacks occurring in Indonesian waters and 35 attacks occurring in Malaysian and Singaporean waters. In 2004, while the number of actual and attempted attacks fell to 325, Southeast Asia remained at the top of the regional rankings, with 93 incidents occurring in Indonesian waters. Between 2014 and 2018, 242 attacks occurred in Southeast Asia, with the majority occurring in Indonesian waters. The most popular weapons of choice among Southeast Asian maritime terrorists have been explosive devices and firearms, which were used in roughly 60% of maritime attacks in the region.

Danish shipping's counter-piracy strategy is necessary as Denmark operates one of the world's five largest shipping nations in terms of operated fleet, controlling around 10% of global shipping. At any given time, there are approximately 70 Danish-controlled ships in the Indian Ocean and 30 ships in the Gulf of Guinea. This makes piracy in these areas is a significant concern for the Danish shipping industry and for the Danish state. In 2012, when Somali piracy was at its height, the piracy cost of Danish shipping was estimated to be between 130 and 260 million Euros.

You can be prosecuted if you possess a 'political, ideological, religious or racial motive' for getting involved, but not, strangely, if you possess a financial motive. Far from it: such motives are now eminently respectable. You can even obtain a City & Guilds qualification as a naval mercenary. Sorry, 'maritime security operative'. As long as you don't care whom you kill or why, you're exempt from the law.
