An International Legion has been proposed by several sources to give the United Nations a standing military force based around or along the lines of the French Foreign Legion. One proposal in which this organization would be based around the French Foreign Legion was by Edward Luttwak, Director of Geo-Economics at the Center for Strategic and International Studies. Earlier views on the same volunteer intervention force have included Christopher Bellamy's 1996 book Knights in White Armour, which suggested a "UN Legion" as well as a "Single European Regiment".

The French Foreign Legion is an elite corps of the French Army that consists of several specialties: infantry, cavalry, engineers, and airborne troops. It was created in 1831 to allow foreign nationals into the French Army. It formed part of the Armée d’Afrique, the French Army's units associated with France's colonial project in North Africa, until the end of the Algerian War in 1962.
The National Order of the Legion of Honour, formerly the Royal Order of the Legion of Honour, is the highest French order of merit, both military and civil, and currently comprises five classes. Opération Licorne was a French Armed Forces peacekeeping operation in support of the United Nations Operation in Côte d'Ivoire. The Battle of Kolwezi was an airborne operation by French and Belgian airborne forces that took place in May 1978 in Zaire during the Shaba II invasion of Zaire by the Front for the National Liberation of the Congo (FLNC). It aimed at rescuing European and Zairean hostages held by FLNC rebels after they conquered the city of Kolwezi. The operation succeeded with the liberation of the hostages and light military casualties.
