John Scott was the first mayor of Cumberland, Maryland from 1816 to 1823.
Cumberland is a city in and the county seat of Allegany County, Maryland, United States. It is the primary city of the Cumberland, MD-WV Metropolitan Statistical Area. At the 2010 census, the city had a population of 20,859, and the metropolitan area had a population of 103,299. Located on the Potomac River, Cumberland is a regional business and commercial center for Western Maryland and the Potomac Highlands of West Virginia.
The town of Cumberland, Maryland was incorporated in January 1815, at which time the legislature passed an act to hold elections for 5 city commissioners to oversee regulation and improvement of the newly incorporated town. These Commissioners were ordered at the first election to choose one of their own number as Chief Burgess. [1] On Monday June, 1816, the first elections in the town was held for Commissioners, and the following persons were chosen: David Shriver, George Thistle, Henry McKinley, John Hoyne, and John Scott. These commissioners met at once, and elected from their own number John Scott to be Chief Burgess. [1]

John Eager Howard was an American soldier and politician from Maryland. He was elected as governor of the state in 1788, and served three one-year terms. He also was elected to the Continental Congress, the Congress of the United States and the U.S. Senate. In the 1816 presidential election, Howard received 22 electoral votes for vice president on the Federalist Party ticket with Rufus King. The ticket lost in a landslide.

Carlisle was, from 1835 to 1974, a local government district in the northwest of England, coterminate with Carlisle. In 1835, following the Municipal Corporations Act 1835, Carlisle was constituted a municipal borough of Cumberland, but was promoted to county borough status in 1914, within its boundaries taking over the functions of Cumberland County Council. The district was abolished on 31 March 1974 by the Local Government Act 1972.

Joseph Sprigg was an American lawyer and politician in the U.S. state of West Virginia. Sprigg served as the sixth Attorney General of West Virginia from January 1, 1871, until December 31, 1872, and was the first Democrat to serve in the post. Sprigg was an organizer of the Democratic Party of West Virginia and the West Virginia Bar Association, of which he served as its inaugural president.
