Jos Loos served as the International Commissioner and General Commissioner of the Luxembourg Boy Scouts Association. In 1991, Loos was awarded the 216th Bronze Wolf , the only distinction of the World Organization of the Scout Movement, awarded by the World Scout Committee for exceptional services to world Scouting. The World Organization of the Scout Movement is the largest international Scouting organization. WOSM has 170 members. These members are recognized national Scout organizations, which collectively have over 50 million participants. WOSM was established in 1922, and has its operational headquarters at Kuala Lumpur, Malaysia and its legal seat in Geneva, Switzerland. It is the counterpart of the World Association of Girl Guides and Girl Scouts (WAGGGS).
Colonel John Skinner "Belge" Wilson (1888–1969) was a Scottish scouting luminary and friend and contemporary of General Baden-Powell, recruited by him to head the International Bureau, later to become the World Bureau of the World Organization of the Scout Movement. Wilson was Acting Director from 1938 to 1939 following the death of Hubert S. Martin; he was elected in 1939 and remained in office until 1951. He then became Honorary President of WOSM for four years.
The Bronze Wolf Award is bestowed by the World Scout Committee (WSC) to acknowledge "outstanding service by an individual to the World Scout Movement". It is the highest honor that can be given a volunteer Scout leader in the world and it is the only award given by the WSC. Since the award's creation in 1935, fewer than 400 of the several millions of Scouts throughout the world have received the award.
Lakshman Singh served as the National Commissioner of the Bharat Scouts and Guides from April 1983 to November 1992. He was a recipient of the Padma Bhushan, an Indian civilian honour.
Lakshmi Mazumdar of Delhi was the National Commissioner of the Indian Scouting organization Bharat Scouts and Guides from November 1964 to April 1983, and supervised the construction of the Sangam World Girl Guide/Girl Scout Center, which was inaugurated on 16 October 1966 by the World Chief Guide, Lady Olave Baden-Powell.
The Silver Wolf is the highest award made by The Scout Association "for services of the most exceptional character." It is an unrestricted gift of the Chief Scout. The award consists of a Silver Wolf suspended from a dark green and yellow neck ribbon.
Niaz M. Khan served as the Chief Commissioner of the Pakistan Boy Scouts Association, and served on the World Scout Committee of the World Organization of the Scout Movement from 1963 to 1969.
Yoritake Matsudaira present Chairman of Hongō Gakuen, served as the International Commissioner and member of the Board of Directors of the Scout Association of Japan, as well as a member of the Asia-Pacific Regional Scout Committee and a founding member of the World Buddhist Scout Brotherhood. Matsudaira retired from the post of International Commissioner on reaching the retirement age of 65 in 2003, and presently serves as President (Renmei-chō) of the Kagawa Scout Council.
Fujio Imada served as the Deputy National Commissioner and Deputy International Commissioner of the Scout Association of Japan.
Leonidas J. Skyrianidis served as the Headquarters Commissioner of the Scouts of Greece.
Costas Tsantilis served as the International Commissioner and Chief Commissioner of the Scouts of Greece, as well as a member of the World Scout Committee.
Leslie R. Mordecai served as the International Commissioner of the Scout Association of Jamaica, and as a member of the Interamerican Region Committee of the World Organization of the Scout Movement, he was instrumental in the 20th World Scout Conference.,
Kenneth Henry "Ken" Stevens, CBE, DL served as the Chief Executive Commissioner of the Scout Association, Camp Chief's Deputy at Gilwell Park, and the Executive Commissioner of the 2nd World Scout Indaba held in June, 1957 to mark the centenary of the birth of Robert Baden-Powell, 1st Baron Baden-Powell, the founder of Scouting.,
