Julie James (born February 1958) [1] is a Welsh Labour politician serving as Cabinet Secretary for Housing,Local Government,and Planning since 2024. [2] James has been the Member of the Senedd (MS) for Swansea West since 2011. [3] [4] [5] She served as Minister for Housing and Local Government from 2018 to 2021.
James was born in Swansea,and was raised in various places around the world with her family. [6] Her parents had married young,and they did not have more children until she was 8. Her sister,8 years younger,lives in Swansea and her brother,13 years younger,is the musician Richard D. James (known as Aphex Twin). [7] [8] [9] At the age of sixteen she joined the Labour Party and was the first of her family to study at university. [10] [11]
James first studied American Studies &History at University of Sussex,graduating in 1980. She then studied law at the Polytechnic of Central London,graduating in 1982,then went on to the Inns of Court School of Law in London to train as a barrister,passing the bar in 1983.
Her career started working as a policy lawyer with the London Borough of Camden. She then moved back to Swansea to raise her three children and start work for West Glamorgan County Council as the Assistant County Secretary (Legal Services).
James later worked for the City and County of Swansea Council,where her final post was Assistant Chief Executive (Governance). She left of her own accord at the signing of a contract by the Liberal Democrats which she 'thought' to have wasted "millions of pounds". She went on to join the law practice Clarkslegal LLP,specialising in environmental and constitutional law. [10] [12]
On 5 May 2011,James was elected as Assembly Member representing Swansea West. [3]
She sat on several committees,including the Constitutional and Legislative Affairs Committee,Enterprise and Business Committee and Environment and Sustainability Committee. She has chaired the procurement and common fisheries task and finish groups. [13]
On 11 September 2014, [14] she was appointed Deputy Minister for Skills and Technology during a reshuffle by Carwyn Jones,replacing Ken Skates who was appointed Deputy Minister for Culture,Sport and Tourism. [15]
On 5 May 2016,James was re-elected as the Assembly Member for Swansea West by a higher majority than her previous term [5] and was tipped at the time to be a likely candidate for a cabinet position. [16]
On 3 November 2017,she was promoted to the Cabinet as Leader of the House &Chief Whip. [17]
On 13 December 2018,following the election of Mark Drakeford to the position of leader of Welsh Labour and therefore First Minister,James was appointed Minister for Housing and Local Government. [18]
Julie James caused controversy by siding with Hanson Quarries (now Heidelberg Cement UK) over the decision by Rhondda-Cynon-Taf to deny an extension to CraigyrHesg Quarry - which was due to cease operations in December 2022.
The appeal report claimed that "The dust assessments concluded that the potential impacts associated with both the continuation of existing activities and the proposed extension would be slight adverse at most." and that there were no "From all that I have seen and read there are no objections or concerns relating to landscape,visual impact,ecology,hydrology,cultural heritage,agricultural land quality impacts" [19]
This led to strong community action at the site when contractors,acting on behalf of Heidelberg Cement UK began removing trees and erecting fences. [20]

The first minister chairs the Welsh Cabinet and is primarily responsible for the formulation,development and presentation of Welsh Government policy. Additional functions of the first minister include promoting and representing Wales in an official capacity,at home and abroad,and responsibility for constitutional affairs,as they relate to devolution and the Welsh Government.
Mair Eluned Morgan,Baroness Morgan of Ely is a Welsh Labour politician serving as Cabinet Secretary for Health and Social Care in the Welsh Government since 2021. Morgan has served as a Member of the House of Lords since 2011 and as a Member of the Senedd (MS) since 2016. She was previously Minister for the Welsh Language from 2017 to 2021,Minister for Mental Health and Wellbeing from 2020 to 2021,and a Member of the European Parliament (MEP) from 1994 to 2009.
Jane Elizabeth Hutt is a Welsh Labour Party politician serving as Welsh Government Chief Whip since 2023 and Trefnydd of the Senedd since 2024. She has served as the Member of the Senedd (MS) for the Vale of Glamorgan since 1999.
Carwyn Howell Jones is a Welsh politician who served as First Minister of Wales and Leader of Welsh Labour from 2009 to 2018. He served as Counsel General for Wales from 2007 to 2009. Jones served as the Member of the Senedd (MS) for Bridgend from 1999 to 2021.
Susan Lesley Griffiths,known as Lesley Griffiths,is a Welsh Labour politician serving as Cabinet Secretary for Culture and Social Justice since 2024. She previously served as Trefnydd of the Senedd and Minister for North Wales from 2021 to 2024,and Minister for Rural Affairs from 2016 to 2024. She worked as a secretary to John Marek and the constituency assistant to Ian Lucas,successive Members of Parliament for Wrexham,and was elected to the Senedd from the Wrexham constituency in 2007. She has held a number of cabinet positions in the Welsh Government. In December 2009 she was appointed Deputy Minister for Science,Innovation and Skills.
Mick Antoniw is a Welsh Labour and Co-operative politician,serving as Counsel General for Wales since 2021,having previously served in the position from 2016 to 2017. He previously served as Minister for the Constitution from 2021 to 2024. He has been the Member of the Senedd (MS) for Pontypridd since 2011.
Humphrey Vaughan ap David Gething is a Welsh Labour and Co-operative politician who has served as First Minister of Wales and the leader of Welsh Labour since 2024. He previously served as the Minister for Health and Social Services from 2016 to 2021 and Minister for the Economy from 2021 to 2024. He has been the Member of the Senedd (MS) for Cardiff South and Penarth since 2011.
Jeremy Miles is a Welsh Labour Co-op politician,serving as Cabinet Secretary for Economy,Energy and Welsh Language since 2024. He previously served in the Welsh Government as Counsel General for Wales from 2017 to 2021,Brexit Minister from 2018 to 2021,and the Minister for coordinating Wales’recovery from the COVID-19 pandemic from 2020 to 2021. Miles has been the Member of the Senedd (MS) for Neath since 2016.

Mark Drakeford is a Welsh politician who served as First Minister of Wales and Leader of Welsh Labour from 2018 to 2024. He previously served in the Welsh Government as Cabinet Secretary for Finance from 2016 to 2018 and Minister for Health and Social Services from 2013 to 2016. Drakeford was first elected as the Member of the Senedd (MS) for Cardiff West in 2011 and is considered to be on the soft left of Labour.
Kenneth Christian Skates is a Welsh Labour politician who has served as Cabinet Secretary for North Wales and Transport since 2024. Skates has represented the constituency of Clwyd South in the Senedd since the election of 2011. He is an alumnus of the University of Cambridge,and worked as a journalist prior to becoming a politician. In September 2014 he became the deputy minister for Culture,Tourism and Sport. From May 2016 to December 2018 he was the Cabinet Secretary for Economy,Infrastructure and Skills,and was the Minister for Economy,Transport and North Wales until he stood down on 13 May 2021.
Rebecca Mary Evans is a Welsh Labour and Co-operative politician who has served as Cabinet Secretary for Finance,Constitution and Cabinet Office since 2024. She was previously Minister for Finance from 2018 to 2024. Evans has served as the Member of the Senedd (MS) for Gower since 2016,and a Member for Mid and West Wales from 2011 to 2016.
Carolyn Harris is a Welsh politician serving as Deputy Leader of Welsh Labour since 2018. She has been Member of Parliament (MP) for Swansea East since 2015.
Hannah Blythyn is a Welsh politician who is currently serving as the Minister for Social Partnership in the Welsh Government as of March 2024. She was previously the Environment Minister from 2017 to 2018,Deputy Minister for Housing and Local Government from 2018 to 2021,and Deputy Minister for Social Partnership from 2021 to 2024. A member of Welsh Labour and Co-operative Party,she has been the Member of the Senedd (MS) for Delyn since 2016.
The third Jones government was a Labour–Liberal Democrat coalition government formed after the 2016 general election in Wales. On 14 October 2016,Dafydd Elis-Thomas left Plaid Cymru in order to support the coalition government and to give them a ruling majority;he later sat as an independent in the Senedd. The government was replaced by the Drakeford government on 13 December 2018,following the resignation of Carwyn Jones as First Minister the previous day.
The 2021 Senedd election took place on Thursday 6 May 2021 to elect 60 members to the Senedd. It was the sixth devolved general election since the Senedd was established in 1999. The election was held alongside the Scottish Parliament election,English local elections,London Assembly and mayoral election and the Hartlepool by-election.
The 2018 Welsh Labour Party leadership election took place between 9 November and 6 December 2018 to elect a successor to Carwyn Jones as leader of the Welsh Labour Party.
The First Drakeford government was a Labour-led government formed after the resignation of Carwyn Jones as First Minister of Wales on 12 December 2018,and the subsequent appointment of Mark Drakeford in his place following a leadership contest. The government was also supported by the sole Welsh Liberal Democrat MS Kirsty Williams and the independent MS Dafydd Elis-Thomas. Drakeford's first term as First Minister is known for his handling of the COVID-19 pandemic.
The Trefnydd,or Leader of the House in English,and formerly Minister for Assembly Business,is a member of the Cabinet in the Welsh Government,who manages the government's business in the Senedd. The current officeholder is Jane Hutt since March 2024.
