The King's Counsel Selection Panel is an independent and self-funding body responsible for awarding appointments as a King's Counsel within England and Wales.
In 2003, appointments to Queen's Counsel (QC) were suspended and expected to stop altogether as part of major reforms to the UK legal system. Whilst response to other elements of the proposed reform was generally positive, many from within the legal profession were critical of the proposal. Critics argued that the QC system was effective in combatting discrimination and that it provided a way for clients to differentiate between lawyers.
In 2004, the government opted to retain the title of QC, although it was accepted that major reforms were needed in order to increase the openness of the system and disassociate the appointment of QCs from the branches of government.
In 2005, the Queen's Counsel Selection Panel was set up to manage the appointment of Silks in the new system.
The panel consists of at least nine (currently[ when? ] nine) members. At all times the panel must contain at least one senior barrister, senior solicitor, retired senior judge and lay members without legal qualifications. The chair of the panel is always a lay member.
All appointments to silk are the de facto responsibility of the panel, which passes a list of appointees to the Lord Chancellor who then officially advises the Monarch. The Lord Chancellor, who is a member of the Government, does not have any veto or influence over the system and must act on the advice of the panel.
Once the monarch formally approves the candidates, letters patent are drawn up and appointees are entitled to refer to themselves with the postnominal "KC" and enjoy the professional advantages of the post.

The panel runs an annual "competition" to appoint new King's Counsels. Applications are accepted from senior members of the legal profession who have higher rights of audience, no particular level of experience is required, but the highly competitive nature of the process ensures that applicants with few years' experience are not likely to succeed.
Applicants are expected to submit evidence of exceptional capability as advocates in the Higher Courts. They are required to name references (judges, colleagues and clients) who will attest to their competencies and attend an interview with two panel members. Applicants are judged based on the evidence submitted including their references, interview performance, ability and results attained in complex and important cases and key competencies.
As the panel is self-funding, applicants are required to pay the cost of their applications. Currently,[ when? ] the non-refundable fee for all applicants is £2,340 and successful candidates are required to pay a further fee of £4,415 in addition to the costs of letters patent.

A barrister is a type of lawyer in common law jurisdictions. Barristers mostly specialise in courtroom advocacy and litigation. Their tasks include taking cases in superior courts and tribunals, drafting legal pleadings, researching the philosophy, hypothesis and history of law, and giving expert legal opinions.
An advocate is a professional in the field of law. Different countries' legal systems use the term with somewhat differing meanings. The broad equivalent in many English law–based jurisdictions could be a barrister or a solicitor. However, in Scottish, Manx Law, South African, Italian, French, Spanish, Portuguese, Scandinavian, Polish, Israeli, South Asian and South American jurisdictions, "Advocate" indicates a lawyer of superior classification.
In the United Kingdom and in some Commonwealth countries, a King's Counsel during the reign of a king, or Queen's Counsel during the reign of a queen, is a lawyer who is typically a senior trial lawyer. Technically appointed by the monarch of the country to be one of 'His [Her] Majesty's Counsel learned in the law', the position originated in England and Wales. Some Commonwealth countries have either abolished the position, or renamed it so as to remove monarchical connotations, for example, 'Senior counsel' or 'Senior Advocate'.
The title of Senior Counsel or State Counsel is given to a senior lawyer in some countries that were formerly part of the British Empire. "Senior Counsel" is used in current or former Commonwealth countries or jurisdictions that have chosen to change the title "King's Counsel" to a name without monarchical connotations, usually related to the British monarch that is no longer head of state, such that reference to the King is no longer appropriate. Examples of jurisdictions which have made the change because of the latter reason include Mauritius, Zambia, India, Hong Kong, Ireland, South Africa, Kenya, Malawi, Singapore, Guyana and Trinidad and Tobago. Jurisdictions which have retained the monarch as head of state, but have nonetheless opted for the new title include some states and territories of Australia, as well as Belize.
The Law Officers are the senior legal advisors to His Majesty's Government and devolved executives of the United Kingdom. They are variously referred to as the Attorney General, Solicitor General or Advocate General depending on seniority and geography - though other terms are also in use, such as the Counsel General for Wales. Law Officers in these roles are distinguished by being political appointees, while also being bound by the duties of independence, justice and confidentiality among the other typical professional commitments of lawyers. These roles do not have any direct oversight of prosecutions nor do they directly lead or influence criminal investigations. This is a distinguishing factor between Law Officers and the State Attorneys General of the United States or US Attorney General.
A Serjeant-at-Law (SL), commonly known simply as a Serjeant, was a member of an order of barristers at the English and Irish Bar. The position of Serjeant-at-Law, or Sergeant-Counter, was centuries old; there are writs dating to 1300 which identify them as descended from figures in France before the Norman Conquest, thus the Serjeants are said to be the oldest formally created order in England. The order rose during the 16th century as a small, elite group of lawyers who took much of the work in the central common law courts.
The State Bar of California is California's official attorney licensing agency. It is responsible for managing the admission of lawyers to the practice of law, investigating complaints of professional misconduct, prescribing appropriate discipline, accepting attorney-member fees, and financially distributing sums paid through attorney trust accounts to fund nonprofit legal entities. It is directly responsible to the Supreme Court of California, however, its Trustees are now appointed by the Supreme Court, the California Legislature, and Governor of California. All attorney admissions are issued as recommendations of the State Bar, which are then routinely ratified by the Supreme Court. Attorney discipline is handled by the State Bar Office of Chief Trial Counsel, which acts as prosecutor before the State Bar Court of California.
Barristers in England and Wales are one of the two main categories of lawyer in England and Wales, the other being solicitors. Barristers have traditionally had the role of handling cases for representation in court, both defence and prosecution.
The Judicial Appointments Commission (JAC) is an independent commission that selects candidates for judicial office in courts and tribunals in England and Wales and for some tribunals whose jurisdiction extends to Scotland or Northern Ireland.
There are various levels of judiciary in England and Wales — different types of courts have different styles of judges. They also form a strict hierarchy of importance, in line with the order of the courts in which they sit, so that judges of the Court of Appeal of England and Wales are generally given more weight than district judges sitting in county courts and magistrates' courts. On 1 April 2020 there were 3,174 judges in post in England and Wales. Some judges with United Kingdom-wide jurisdiction also sit in England and Wales, particularly Justices of the United Kingdom Supreme Court and members of the tribunals judiciary.
Solicitor advocate is a hybrid status which allows a solicitor in the United Kingdom and Hong Kong to represent clients in higher courts in proceedings that were traditionally reserved for barristers. The status does not exist in most other common law jurisdictions where, for the most part, all solicitors have rights of audience in higher courts.
President's Counsel is an eminent lawyer who is appointed by the President of Sri Lanka to be one of the "President's Counsel learned in the law". The term is also recognized as an honorific which replaced the practice of appointment of Queen's Counsel (QC) which ceased when Sri Lanka became a republic in 1972. It is equivalent to the appointment of King's Counsel in the United Kingdom and other Commonwealth realms, such as New Zealand, and the equivalent of Senior Counsel in Commonwealth republics, such as South Africa, and derives the same privileges such as the privilege of sitting within the Bar of court.
The Legal Services Board is an independent body responsible for overseeing the regulation of lawyers in England and Wales. It is a non-departmental public body sponsored by the Ministry of Justice, created through the Legal Services Act of 2007.
The Bar of Ireland is the professional association of barristers for Ireland, with over 2,000 members. It is based in the Law Library, with premises in Dublin and Cork. It is governed by the General Council of the Bar of Ireland, which was established in 1897. The Council is composed of twenty-five members: twenty who are elected, four co-opted, and the Attorney-General, who holds office ex officio. Every year, ten members are elected for two-year terms; five by senior counsel and five by junior counsel.
Justices of the Supreme Court of the United Kingdom are the judges of the Supreme Court of the United Kingdom other than the president and the deputy president. The Supreme Court is the highest court of the United Kingdom for civil and criminal matters in the jurisdictions of England and Wales and Northern Ireland. Judges are appointed by the King on the advice of the Prime Minister, who receives recommendations from a selection commission. The number of judges is set by s.23(2) Constitutional Reform Act 2005, which established the Court, but may be increased by the King through an Order in Council under s.23(3). There are currently 12 positions: one President, one Deputy President, and 10 Justices. Judges of the Court who are not already peers are granted the style Lord or Lady followed by a surname, territorial designation or a combination of both, for life.
Legal professions in England and Wales are divided between two distinct branches under the legal system, those of solicitors and barristers. Other legal professions in England and Wales include acting as a judge, as the Attorney-General, as a Solicitor-General, or as the Director of Public Prosecutions.
Lorna Allison Drummond, is a lawyer, and the Justice of Appeal in the Court of Appeal in the Territories of St Helena, Ascension Island and Tristan da Cunha in the South Atlantic. She is a former crown counsel of Ascension Island, in which role, she advised the government on criminal and civil matters.
Letters patent, in the United Kingdom, are legal instruments generally issued by the monarch granting an office, right, title, or status to a person. Letters patent have also been used for the creation of corporations or offices, for granting city status, for granting coat of arms, and for granting royal assent.
