Larrabee County, Iowa

Larrabee County was a proposed county to be formed out of the northern part of Kossuth County, Iowa, United States. The county was to be named after governor William Larrabee. Bancroft County had existed in the area for several years in the 1850s, but was disestablished. An attempt to recreate the county out of roughly the same area had taken place in the early 1870s with Crocker County, but its establishment was ruled to be unconstitutional due to being too small in area. In November 1914, a referendum was held in Kossuth County in order to propose the existence of Larrabee County, and voters rejected the county's creation. As such, Kossuth County remained the largest county in Iowa.

Background

When Iowa became a state in 1846, it had 48 counties. On January 15, 1851, the third Iowa General Assembly added 52 more. This now made Iowa a state of 100 counties, including Bancroft County.^[1] In 1855, Bancroft County was disestablished because it was not suitable for settling due to its marshes and wetlands, making Iowa a state of 99 counties.^[1] Its land was merged with Kossuth County, resulting in Kossuth becoming the largest county in Iowa.^[2]^[3]

On May 13, 1870, after post-Civil War migration to the area, Bancroft County was re-established with the name Crocker County.^[4] However, the Iowa Supreme Court ruled in the case L.K. Garfield vs R.I. Brayton that Crocker County was in violation of the Iowa constitution,^[1] which declares in Article 11 that "no new county shall be created which contains less than 432 square miles."^[4] After Crocker County was disestablished in 1871, its land was merged back into Kossuth County.^[2]

Proposal

On February 22, 1913, the creation of Larrabee County was proposed by James McHose, an Iowa congressman from Boone, Iowa.^[1] The name "Larrabee" would honor governor William Larrabee.^[1]^[5] However, the residents of northern Kossuth County sent a delegation to Des Moines opposing the proposal.^[1]

In November 1914, a referendum was held in Kossuth County to determine whether Larrabee County should be established.^[1]^[6] The proposal received 920 votes compared to the opposition's 3,599 votes; therefore, Larrabee County was not established, causing Iowa to remain a state of 99 counties.^[1]

Bancroft County, Iowa was a county located in what today is the northern portion of Kossuth County. The county was established in 1851 by the Iowa General Assembly, but then abolished six years later in 1857 and the area joined to Kossuth County, leading to it being roughly twice the size of adjacent counties. The reason why it became a part of Kossuth County was because the area was wetland, consequently making it unsuitable for farming. Only a small amount of the wetlands remain, mostly at the Union Slough National Wildlife Refuge. The remainder of the land is arable by modern farming standards.

Crocker County is a defunct county in the U.S. state of Iowa. In 1870, the Iowa General Assembly created Crocker County from the northern part of Kossuth County. The county seat was located at Greenwood, Iowa. In December 1871, the Iowa Supreme Court declared the act creating this county a violation of the constitution, which in article eleven declares that no new county shall be created which contains less than 432 square miles (112,000 ha). As Crocker County was smaller than the law allowed for, it ceased to exist from and after the rendition of that decision and the twelve townships in its territory reverted to Kossuth County.

Iowa Speedway is a 7⁄8 mile (1.4 km) oval short track in Newton, Iowa. Since its inaugural season of racing in 2006, the track has hosted a variety of racing events, including events sanctioned by NASCAR and IndyCar. The facility has been owned by NASCAR since 2019, with Eric Peterson currently serving as the track's president. Iowa Speedway is served by Interstate 80.
