Historian Canter Brown Jr. noted that in some states, such as Florida, the highest number of African Americans were elected or appointed to offices after the end of Reconstruction in 1877. The following is a partial list of notable African American officeholders from the end of the Civil War until before 1900. Dates listed are the year that a term states or the range of years served if multiple terms.

The Pittsburgh City Council serves as the legislative body in the City of Pittsburgh. It consists of nine members. City council members are chosen by plurality elections in each of nine districts. The city operates under a mayor-council system of local governance.

From 1900 to 1959 setbacks for African Americans followed the Reconstruction era as "Redeemer" Democrats retook control of the South and restored white supremacy in government. African-Americans were largely barred from voting and almost entirely obstructed from public office in former Confederate states under the Jim Crow regime. The number of African American officeholders would dramatically increase following the passage of the Civil Rights Act of 1964.
