A local authority trading enterprise (LATE) was an organisation established in New Zealand under the Local Government Act 1974.
The 1989 legislation assigned regional councils planning and funding responsibilities, but not the transport supplier function. It required regional councils or other territorial authorities either to divest their transport assets to the private sector, or to establish a transport-related local authority trading enterprise.
Local authority trading enterprises were replaced by council-controlled organisations under the Local Government Act 2002.
New Zealand is divided into sixteen regions for local government purposes. Eleven are administered by regional councils, and five are administered by unitary authorities, which are territorial authorities that also perform the functions of regional councils. The Chatham Islands Council is not a region but is similar to a unitary authority, authorised under its own legislation.
Territorial authorities are the second tier of local government in New Zealand, below regional councils. There are 67 territorial authorities: 13 city councils, 53 district councils and the Chatham Islands Council. District councils serve a combination of rural and urban communities, while city councils administer the larger urban areas. Five territorial authorities also perform the functions of a regional council and thus are unitary authorities. The Chatham Islands Council is a sui generis territorial authority that is similar to a unitary authority.
Council-controlled organisations (CCOs) and council-controlled trading organisations in New Zealand are what were formerly known as local-authority trading enterprises (LATEs). Introduced under Sections 6 and 7 of the Local Government Act 2002, they are essentially any company with a majority council shareholding, or a trust or similar organisation with a majority of council-controlled votes or council-appointed trustees, unless designated otherwise. More than one council may be represented in a council-controlled organisation.
A by-law, or as it is most commonly known in the United States bylaws, is a set of rules or law established by an organization or community so as to regulate itself, as allowed or provided for by some higher authority. The higher authority, generally a legislature or some other government body, establishes the degree of control that the by-laws may exercise. By-laws may be established by entities such as a business corporation, a neighbourhood association, or depending on the jurisdiction, a municipality.
The regional chambers of England were a group of indirectly elected regional bodies that were created by the provisions of the Regional Development Agencies Act 1998. There were eight regional chambers, one for each of the regions of England except Greater London, which had opted for an elected mayor and assembly in 1998. All eight regional chambers had adopted the title "regional assembly" or "assembly" as part of their name, though this was not an official status in law. The chambers were abolished over a two-year period between 31 March 2008 and 31 March 2010 and some of their functions were assumed by newly established local authority leaders' boards.
Southampton City Council is the local authority of the city of Southampton. It is a unitary authority, having the powers of a non-metropolitan county and district council combined. It provides a full range of local government services including council tax billing, libraries, social services, processing planning applications, waste collection and disposal, and it is a local education authority. The council uses a leader and cabinet structure. Labour has been in control of the council since 2022.
The Local Government Act 1985 is an Act of Parliament in the United Kingdom. Its main effect was to abolish the six county councils of the metropolitan counties that had been set up in 1974, 11 years earlier, by the Local Government Act 1972, along with the Greater London Council that had been established in 1965. In their place many single purpose authorities known collectively as 'joint authorities' were established for fire service, police and passenger transport. An ad hoc education authority was established for Inner London and a planning authority for Greater London. The legislation permitted councils to form 'joint arrangements' for waste disposal and other services that they wished to provide together. Time-limited residuary bodies were created to dispose of the assets of the former authorities.
In the United Kingdom, regional development agencies (RDAs) were nine non-departmental public bodies established for the purpose of development, primarily economic, of England's Government Office regions between 1998 and 2010. There was one RDA for each of the NUTS level 1 regions of England. Similar activities were carried out in Wales by the Welsh Government Department of Economy and Transport, in Northern Ireland by the Department of Enterprise, Trade and Investment and in Scotland by Scottish Enterprise and Highlands and Islands Enterprise.
District health boards (DHBs) in New Zealand were organisations established by the New Zealand Public Health and Disability Act 2000 under the Fifth Labour Government, responsible for ensuring the provision of health and disability services to populations within a defined geographical area. They existed from 1 January 2001, when the Act came into force, to 30 June 2022. Initially there were 21 DHBs, and this was reduced to 20 organisations in 2010: fifteen in the North Island and five in the South Island. DHBs received public funding from the Ministry of Health on behalf of the Crown, based on a formula that took into account the total number, gender, age, socio-economic status and ethnic mix of their population. DHBs were governed by boards, which were partially elected and partially appointed by the minister of Health.
The Local Government Act 1974 of New Zealand consolidated the previous law relating to local government that applied to territorial local authorities, regional and district council bodies in New Zealand.
The Auckland Regional Council (ARC) was the regional council of the Auckland Region. Its predecessor the Auckland Regional Authority (ARA) was formed in 1963 and became the ARC in 1989. The ARC was subsumed into the Auckland Council on 1 November 2010.
The New South Wales Food Authority is a statutory authority of Government of New South Wales, responsible for food safety and food labelling regulations in the state as well as consumer food safety promotion. It is part of the DPI Biosecurity and Food Safety Branch within the Department for Primary Industries, which is a part of the Department of Regional NSW.
The Department of Main Roads (DMR) was an agency of the New South Wales Government, responsible for planning, constructing and maintaining major road infrastructure. The DMR directly managed highways and major roads and provided funding to local councils for regional and local roads. The agency was merged with other agencies to form the Roads & Traffic Authority in 1989.
Ombudsmen in Australia are independent agencies who assist when a dispute arises between individuals and industry bodies or government agencies. Government ombudsman services are free to the public, like many other ombudsman and dispute resolution services, and are a means of resolving disputes outside of the court systems. Australia has an ombudsman assigned for each state; as well as an ombudsman for the Commonwealth of Australia. As laws differ between states just one process, or policy, cannot be used across the Commonwealth. All government bodies are within the jurisdiction of the ombudsman.
In the United Kingdom, byelaws are laws of local or limited application made by local councils or other bodies, in specific areas using powers granted by the relevant Acts of Parliament, and so are a form of delegated legislation. Some byelaws are also made by private companies or charities that exercise public or semi-public functions, such as airport operators, water companies or the National Trust.
The regions of England, formerly known as the government office regions, are the highest tier of sub-national division in England. They were established in 1994 and follow the 1974–96 county borders. They are a continuation of the former 1940s standard regions which followed the 1889–1974 administrative county borders. Between 1994 and 2011, all nine regions had partly devolved functions; they no longer fulfil this role, continuing to be used for limited statistical purposes.
New Zealand has a unitary system of government in which the authority of the central government defines sub-national entities. Local government in New Zealand has only the powers conferred upon it by the New Zealand Parliament. In general, local authorities are responsible for enabling democratic local decision-making and promoting the social, economic, environmental, and cultural well-being of their communities, as well as more specific functions for which they have delegated authority.
The Port of Hastings Development Authority is an authority of the Government of Victoria, Australia. The authority is responsible for the development and management of the port of Hastings located in Western Port Bay approximately 72 kilometres to the south east of Melbourne. The port is expected to be developed by the authority as a major new container port in competition with the Port of Melbourne, Australia's busiest container port.
