Lucio Manuel Moreno Quintana (Paris, 31 August 1898 - Buenos Aires, 28 December 1979) was an Argentine lawyer and diplomat. He was a member of the Permanent Court of Arbitration and a judge of the International Court of Justice (ICJ). He was the first of two Argentine judges in the history of the ICJ.
Moreno Quintana was born in Paris as the son of an Argentine diplomat. His maternal grandfather, Manuel Quintana, was president of Argentina from October 1904 until his death in March 1906. Moreno studied law and graduated in 1919 with a doctorate at the University of Buenos Aires.
He served as Undersecretary for Foreign Affairs under three different governments. In 1946 he led the Argentine delegation at the first United Nations General Assembly and in April of the same year he was a delegate at the last meeting of the League of Nations in Geneva.
From 1945 he was a member of the Permanent Court of Arbitration in The Hague. In the same city, he served as a judge of the International Court of Justice from 1955 to 1964.

The International Court of Justice, or colloquially the World Court, is the only international court that adjudicates general disputes between nations, and gives advisory opinions on international legal issues. It is one of the six organs of the United Nations (UN), and is located in The Hague, Netherlands.
The Permanent Court of Arbitration (PCA) is a non-UN intergovernmental organization headquartered at the Peace Palace, in The Hague, Netherlands. Unlike a judicial court in the traditional sense, the PCA provides administrative support in international arbitrations involving various combinations of States, State entities, international organizations and private parties. The cases span a range of legal issues involving territorial and maritime boundaries, sovereignty, human rights, international investment, and international and regional trade. The PCA is constituted through two separate multilateral conventions with a combined membership of 123 Contracting Parties. The PCA is not a United Nations agency, but has been a United Nations observer since 1993.

Internationally, she was the first woman to become president of the International Law Association, serving from 1968 to 1970 and was a member of the Permanent Court of Arbitration in The Hague between 1977 and 1983. She was posthumously honored with a Konex Foundation award in 1986 for her work in Civil and International Law.
