Tartu is the second largest city in Estonia after Tallinn. Tartu has a population of 97,435. It is 186 kilometres southeast of Tallinn and 245 kilometres northeast of Riga, Latvia. Tartu lies on the Emajõgi river, which connects the two largest lakes in Estonia, Lake Võrtsjärv and Lake Peipus. From the 13th century until the end of the 19th century, Tartu was known in most of the world by variants of its historical name Dorpat.
Tartu JK Merkuur was an Estonian football club based in Tartu. Merkuur was one of the founding members of the Meistriliiga, the top-tier of Estonian football. 2006, the last year of its existence, the club was known as JK Maag for sponsorship reasons. After finishing 5th in the Meistriliiga, the club merged with city rivals Tammeka under the name Tartu JK Maag Tammeka. They played their home matches in Tamme Stadium.

The previous league champions Infonet were promoted to Meistriliiga while Pärnu Linnameeskond and Kohtla-Järve Lootus were relegated to Esiliiga B division. For this season those three teams are replaced by Jõhvi Lokomotiv from II Liiga East/North division and Viljandi Tulevik and Vändra Vaprus from II Liiga West/South division.

The 2019 KML Play-offs was the tournament to determine the Korvpalli Meistriliiga champions for the 2018–19 season. This season saw the introduction of the Estonian-Latvian Basketball League, replacing the KML regular season, with the top six Estonian teams advancing to the KML play-offs. The play-offs began on 9 April and concluded on 22 May with Kalev/Cramo defeating Tallinna Kalev/TLÜ 3 games to 0 in the finals to win their 11th Estonian Championship.
