NATO Programming Centre

The NATO Programming Centre (NPC) is part of the NATO Communications and Information Agency (NCIA). The NPC is responsible for system support and maintenance of the Air Command and Control Systems (Air C2).

The centre is located in Glons, a village close to the cities of Tongeren and Liège, Belgium. It employs nearly 200 people. It is an integral part of the NCIA's Air C2 Programme Office and Services, previously known as NATO ACCS Management Agency (NACMA) for the ACCS Programme and with the NATO Support Agency (NSPA) for the maintenance of various Air Command and Control systems.

The base was opened in 1940 in response to World War II by the RAF and in 1942 it was transferred to the United States of America for war operations. The base was home to 18,000 American servicemen at the end of the war. In 1946 the base was transferred back to the United Kingdom however United States operations continued. The base officially closed in 1991 and since then the runway and most of the associated buildings have been demolished. RAF Burtonwood Heritage Centre was opened on part of the former base and focuses on the lives of the servicemen, the war and the airplanes at the base.

The NATO Consultation, Command and Control Agency (NC3A) was formed in 1996 by merging the SHAPE Technical Centre (STC) in The Hague, Netherlands; and the NATO Communications and Information Systems Agency (NACISA) in Brussels, Belgium. NC3A was part of the NATO Consultation, Command and Control Organization (NC3O) and reported to the NATO Consultation, Command and Control Board (NC3B). In July 2012, NC3A was merged into the NATO Communications and Information Agency (NCIA).

NATO Communications and Information Systems Services Agency

The NATO Communication and Information Systems Services Agency , was a service provider to its NATO and national customers. Wherever NATO deployed on operations or exercises, NCSA was there, providing communication and information systems (CIS) services in support of the mission. Equally important, NCSA supported NATO’s ten major headquarters in Europe, North America, and Asia.

NACMA was the NATO ACCS Management Agency. It was responsible for the management of the NATO Air Command and Control System (ACCS) programme, which is a $500M project to provide the NATO commands with a new air command and control system from 2009 onwards.

Air Command and Control System (ACCS) is the NATO project planned to replace the NATO Air Command and Control Systems of the nineties. At the highest level it comprised the Combined Air Operations Centre (CAOC) from which the air battle is run. Beneath this level of command is the Air Control Centre (ACC), Recognized Air Picture (RAP) Production Centre (RPC) and Sensor Fusion Post (SFP) combined in one entity called ARS. The ARS is the equivalent to the Control and Reporting Centers (CRCs) operated in the nineties. The ACCS project comprised both static and deployable elements. Under separate funding, NATO intended to procure deployable sensors for the deployable ACCS component (DAC).

Heavy Airlift Wing Military unit

The Heavy Airlift Wing (HAW) is an international military airlift organization based at Pápa Air Base, Hungary. The organization consists of certain European nations and the United States. It was officially activated on 27 July 2009 as part of the Strategic Airlift Capability (SAC) program, which purchased and operates three C-17 Globemaster III military transport aircraft that fly under the national markings of Hungary. The Heavy Airlift Wing is currently commanded by a Colonel from the Swedish Air Force, and is composed of up to 155 military personnel from the 12 participating nations, Bulgaria, Estonia, Finland, Hungary, Lithuania, the Netherlands, Norway, Poland, Romania, Slovenia, Sweden, and the United States. Strategic Airlift Capability nations send their personnel to work for the Heavy Airlift Wing on temporary or permanent positions.

The Structure of the North Atlantic Treaty Organisation is complex and multi-faceted. The decision-making body is the North Atlantic Council (NAC), and the member state representatives also sit on the Defence Policy and Planning Committee (DPPC) and the Nuclear Planning Group (NPG). Below that the Secretary General of NATO directs the civilian International Staff, that is divided into administrative divisions, offices and other organizations. Also responsible to the NAC, DPPC, and NPG are a host of committees that supervise the various NATO logistics and standardisation agencies.

ARKONA (FüWES)

ARKONA (ACCS) – is an Air Command and Control System (ACCS) of the German Air Force.

GIADS - German Improved Air Defence System - is the standard Air Command and Control System of the German Air Force Tactical Command and Control Service.

The Joint Theater Level Simulation (JTLS) is used to simulate joint, combined, and coalition civil-military operations at the operational level. Used for civil/military simulations and humanitarian assistance/disaster relief (HA/DR) scenarios, JTLS is an interactive, computer-assisted simulation that models multi-sided air, ground, and naval resources with logistical Special Operation Forces (SOF) and intelligence support. The primary purpose of JTLS is to create a realistic environment in which agency staff can operate as they would within a real-world or operational situation. A training audience conducts a scenario or event to practice their ability to coordinate various staff functions.

Combined Air Operations Centre Finderup was located on the Jutland peninsula, approximately 20 km west of Viborg in the middle of the Finderup military training area in Denmark. It was part of NATO's Air Policing mission and was responsible of the airspace around Iceland, Norway, Denmark and the United Kingdom. Under the NATO Integrated Air Defence System (NATINADS) concept, resources are allocated by nations to NATO for the purpose of Air Defence in peacetime. At the end of June 2013 the CAOC was deactivated and responsibility for its Air Policing Area was passed to Combined Air Operations Centre Uedem in Germany under the new NATO Force Structure.
