Namatanai Open Seat is an Electorate in the New Ireland Province of Papua New Guinea. The Member of Parliament representing this seat is Walter Schnaubelt. Former Prime Minister of Papua New Guinea Sir Julius Chan represented this electorate from 1968 to 1997. Ephraim Apelis became the second Member for Namatanai from 1997 to 2002. Byron Chan became Member for Namatanai in 2002-2017 until his subsequent defeat to his cousin Walter Schnaubelt in the 2017 National Elections.[ citation needed ]
Sir Julius Chan is a Papua New Guinean politician who served as Prime Minister of Papua New Guinea from 1980 to 1982 and from 1994 to 1997. He is Member of Parliament for New Ireland Province, having won the seat in the 2007 national election. He is also the current Governor of New Ireland Province, since 2007. On 26 May 2019, Prime Minister Peter O'Neill announced he would soon resign and that he wished for Sir Julius to succeed him. An outgoing Prime Minister does not, however, have the power to appoint his successor, and the following day O'Neill delayed his own formal resignation. He was also a leading figure in his country during the years-long Bougainville conflict.

It is the second largest settlement on the island and connected to the largest and provincial capital of Kavieng by the Boluminski Highway. In 2005, Namantanai was estimated to have a population of 1300 people. It is the seat of Namatanai Rural LLG.

Sir Christopher Seseve Haiveta is a Papua New Guinean politician. He was the head of the Pangu Party of Papua New Guinea and a member of National Parliament. In 1993 he was named Deputy Prime Minister of Papua New Guinea. He also served as the governor of Gulf Province twice. Haiveta served as Minister of Finance in the government of Julius Chan from 1994 to 1997. They both resigned in 1997 during the Sandline Affair. Soon after that, Haiveta briefly became foreign minister but had left that post by the end of 1997. He became governor of Gulf Province for the first time in 1997, lost that post in 1998 and became governor again in 2002. He lost the election July 2007, and left the governorship later that year after the parliamentary elections. He worked for the Prime Minister's department following his election loss in 2007.
Bernard Mullu Narokobi OBE was a Papua New Guinean politician, jurist, and philosopher. He was serving as the Papua New Guinean High Commissioner to New Zealand prior to his death. Between 1987 and 1997 he represented his Wewak Open Electorate as a Member in the Papua New Guinea's National Parliament. During his time as a Member of Parliament (MP), he served as the Minister for Justice (1988–1992) in the government led by the then Prime Minister Rabbie Namaliu; Agriculture Minister (1992–1994) under the leadership of Prime Minister Sir Julius Chan led government; and Opposition Leader between 1998 and 2002, and Speaker of the National Parliament of Papua New Guinea, until he lost his seat to the then Wewak MP Kimson Kare during the 2002 elections. He was displaced as a minister in the Chan government for failing to vote in favour of constitutional reforms in the provincial system of government.

James Byron Chan is a Papua New Guinean politician and the son of the former Prime Minister Sir Julius Chan. He was a People's Progress Party member of the National Parliament of Papua New Guinea from 2002 until 2017, representing the electorate of Namatanai Open. The son of former Prime Minister of Papua New Guinea Julius Chan, he defeated the late Ephraim Apelis at the 2002 election, and was twice re-elected before being defeated by Walter Schnaubelt at the 2017 election. Prior to his defeat, he served as Minister for Mining in the government of Peter O'Neill.

Ron Ganinbo Ganarafo is a Papua New Guinean politician. He was a member of the National Parliament of Papua New Guinea from 1997 to 2002 and from 2012 to 2017, both times representing the electorate of Daulo Open. He was Vice-Minister for Finance (1997) and Vice-Minister for Overseas Development Assistance (1997–1998) in the Skate government and Minister for Fisheries (1999–2002) in the Morauta government.
Walter David Schnaubelt of New Ireland, Chinese and Austrian parentage is the Member of Parliament for the Namatanai Open Electorate in the New Ireland Province of Papua New Guinea. He is a member and current National President of the National Alliance Party. He defeated his first cousin Byron Chan by a landslide victory collecting 20,479 votes to Byron's 12,804 to claim the Namatanai Open Seat. He won gold in Karate at the Pacific Games in 1999 in Guam.
