The Wur or Wara, also known as Wur Mamund or Wara Mamund, are a Pashtun group. They are a division of the Mamund clan, which is itself part of the larger Tarkani tribe. The Wur are mainly settled in Bajaur Agency in Pakistan, but originally hailed from the Laghman province of Afghanistan.

The Battle of Bajaur or Operation Sherdil was a military offensive in the Bajaur region of Pakistan launched by the Frontier Corps and supported by a Combat Brigade of the Pakistan Army. The Bajaur area had been under Taliban control since early 2007, and was said to be Al-Qaeda's main command and control hub for operations in Northeast Afghanistan, including Kunar province. Bajaur is now cleared of Taliban.
The Federally Administered Tribal Areas was a semi-autonomous tribal region in northwestern Pakistan that existed from 1947 until being merged with neighboring province Khyber Pakhtunkhwa in 2018. It consisted of seven tribal agencies (districts) and six frontier regions, and were directly governed by Pakistan's federal government through a special set of laws called the Frontier Crimes Regulations. It bordered Pakistan's provinces of Khyber Pakhtunkhwa and Balochistan to the east and south, and Afghanistan's provinces of Kunar, Nangarhar, Paktia, Khost and Paktika to the west and north. The territory is almost exclusively inhabited by the Pashtun, who also live in the neighbouring provinces of Khyber Pakhtunkhwa and Northern Balochistan, and straddle across the border into Afghanistan. They are mostly Muslim.

He was appointed by the President of Pakistan, Asif Ali Zardari, on the advice of the Prime Minister Raja Pervaz Ashraf on 11 February 2013. He replaced Barrister Masood Kausar. Before being appointed as governor, he was holding the portfolio of Federal Minister for States and Frontier Region.
