History

Nepali politics went through major upheavals during the period. The change first ushered in a multi-party parliamentary democracy in a constitutional monarchy, in 1990. After a brief period of direct royal rule in the early 2000s, the 240-year-old kingdom turned into a republic. These changes made little difference to average Nepalis. Politics pushed the development agenda aside. Violence used to push political agendas pushed the country to the brink. Geo-political realities went largely ignored – in a country sandwiched between rising, rival and nuclear powers, each with a billion-plus people.

A constitutional monarchy is a form of monarchy in which the sovereign exercises authority in accordance with a written or unwritten constitution. Constitutional monarchy differs from absolute monarchy in that constitutional monarchs are bound to exercise their powers and authorities within the limits prescribed within an established legal framework. Constitutional monarchies range from countries such as Morocco, where the constitution grants substantial discretionary powers to the sovereign, to countries such as Japan and Sweden where the monarch retains no formal authorities.

A republic is a form of government in which the country is considered a “public matter”, not the private concern or property of the rulers. The primary positions of power within a republic are not inherited, but are attained through democracy, oligarchy or autocracy. It is a form of government under which the head of state is not a hereditary monarch.

Founded in 1991 as a Monthly by former diplomat Madhav Kumar Rimal, the publication increased to fortnightly in 1992. Ram Babu Shah also worked as associate editor. With a motive to provide objective and impartial scenario of Nepal's contemporary issues to the global community about Nepal, New Spotlight has its own website www.spotlightnepal.com, which is updated daily.

In June 1993, the magazine turned into weekly and journalist Sushil Sharma worked as executive editor, staying until 1996. During 1993–1995, journalist Binod Bhattarai also worked as a senior editor. Ashutosh Tiwari served as a copy editor. Manjushree Thapa was also a columnist. Journalist Mohan Mainali, Bhagirath Yogi, Navin Singh Khadka, Sanjaya Dhakal and Thakur Amagai also contributed in different periods.

After shutting down Spotlight by founding editor Rimal in 2008, Keshab Poudel registered New Spotlight as a fortnightly magazine to give continuity to Spotlight's publication.
