The foreign relations of Ireland are substantially influenced by its membership of the European Union, although bilateral relations with the United States and United Kingdom are also important to the state. It is one of the group of smaller nations in the EU and has traditionally followed a non-aligned foreign policy. Ireland has historically tended towards independence in foreign military policy, thus it is not a member of the North Atlantic Treaty Organisation and has a longstanding policy of military neutrality. According to the Irish Defence Forces, the neutrality policy has helped them to be successful in their contributions to United Nations peace-keeping missions since 1960 and subsequently in Cyprus, Lebanon and Bosnia and Herzegovina.

Charles "Chip" Eustis Bohlen was an American diplomat, ambassador, and expert on the Soviet Union. He helped shape US foreign policy during World War II and the Cold War and helped develop the Marshall Plan to rebuild Europe. In 1934, he served as a diplomat in the first US embassy to the Soviet Union in Moscow as well as during and after World War II. He succeeded George F. Kennan as ambassador to the Soviet Union from 1953 to 1957. He served as ambassador to the Philippines from 1957 to 1959 and to France from 1962 to 1968. He was an advisor to every U.S. President from 1943 to 1968 and one of the nonpartisan foreign policy advisers who were known colloquially as "The Wise Men."

Robert Michael Kimmitt was United States Deputy Secretary of the Treasury under President George W. Bush. He was nominated by President Bush on June 29, 2005. The United States Senate unanimously confirmed him on July 29, 2005, and he was sworn into office on August 16, 2005. Kimmitt served through the end of the Bush administration, leaving office on January 20, 2009.

She was previously a career Foreign Service officer, served as United States ambassador to Bulgaria (2008–2009), and was director of the Foreign Service Institute from February 2013 until June 2017.
