Paul Tobin was a United States Navy sailor and a recipient of the United States military's highest decoration, the Medal of Honor.
The United States Navy (USN) is the naval warfare service branch of the United States Armed Forces and one of the seven uniformed services of the United States. It is the largest and most capable navy in the world and it has been estimated that in terms of tonnage of its active battle fleet alone, it is larger than the next 13 navies combined, which includes 11 U.S. allies or partner nations. It has the highest combined battle fleet tonnage and the world's largest aircraft carrier fleet, with eleven in service, and two new carriers under construction. With 336,978 personnel on active duty and 101,583 in the Ready Reserve, the U.S. Navy is the third largest of the U.S. military service branches in terms of personnel. It has 290 deployable combat vessels and more than 3,700 operational aircraft as of June 2019, making it the third-largest air force in the world, after the United States Air Force and the United States Army.
The Medal of Honor is the United States of America's highest and most prestigious personal military decoration that may be awarded to recognize U.S. military service members who have distinguished themselves by acts of valor. The medal is normally awarded by the President of the United States in the name of the U.S. Congress. Because the medal is presented "in the name of Congress", it is often referred to informally as the "Congressional Medal of Honor". However, the official name of the current award is "Medal of Honor". Within the United States Code the medal is referred to as the "Medal of Honor", and less frequently as "Congressional Medal of Honor". U.S. awards, including the Medal of Honor, do not have post-nominal titles, and while there is no official abbreviation, the most common abbreviations are "MOH" and "MH".

A native of Pleyben, France, Tobin joined the U.S. Navy from Brest. By July 3, 1871, he was serving as a landsman on the USS Plymouth. On that day, while the Plymouth was at the Port of Hamburg, Germany, a small boat approached the ship in a strong current. When the boat capsized, Tobin and another sailor, Quarter Gunner George Holt, jumped overboard and rescued one of the boat's crewmen. For this action, both he and Holt were awarded the Medal of Honor a year later, on October 10, 1872. [1]
Pleyben is a commune in the Châteaulin arrondissement of Finistère department of Brittany in north-western France. The calvary in the churchyard dates from 1555.

Brest is a port city in the Finistère département in Brittany. Located in a sheltered bay not far from the western tip of the peninsula, and the western extremity of metropolitan France, Brest is an important harbour and the second French military port after Toulon. The city is located on the western edge of continental Europe. With 142,722 inhabitants in a 2007 census, Brest is at the centre of Western Brittany's largest metropolitan area, ranking third behind only Nantes and Rennes in the whole of historic Brittany, and the 19th most populous city in France; moreover, Brest provides services to the one million inhabitants of Western Brittany. Although Brest is by far the largest city in Finistère, the préfecture of the department is the much smaller Quimper.
Tobin's official Medal of Honor citation reads:
On board the U.S.S. Plymouth, Hamburg Harbor, 3 July 1871. Jumping overboard at the imminent risk of his life, Tobin, with a comrade, rescued from drowning one of a party who was thrown from a shore boat into a 4-knot running tide while the boat was coming alongside the ship. [1]
