The pope, also known as the supreme pontiff, Roman pontiff or sovereign pontiff, is the bishop of Rome, head of the worldwide Catholic Church, and has also served as the head of state or sovereign of the Papal States and later the Vatican City State since the eighth century. From a Catholic viewpoint, the primacy of the bishop of Rome is largely derived from his role as the apostolic successor to Saint Peter, to whom primacy was conferred by Jesus, who gave Peter the Keys of Heaven and the powers of "binding and loosing", naming him as the "rock" upon which the Church would be built. Peter Seamus O'Toole was an English stage and film actor. The Papal Basilica of Saint Peter in the Vatican, or simply Saint Peter's Basilica, is a church built in the Renaissance style located in Vatican City, the papal enclave that is within the city of Rome, Italy. It was initially planned in the 15th century by Pope Nicholas V and then Pope Julius II to replace the aging Old St. Peter's Basilica, which was built in the fourth century by Roman emperor Constantine the Great. Construction of the present basilica began on 18 April 1506 and was completed on 18 November 1626.

He is voiced by the series' creator, Seth MacFarlane, and first appeared on television, along with the rest of the Griffin family, in the 15-minute pilot pitch of Family Guy on December 20, 1998. Peter was created and designed by MacFarlane himself. MacFarlane was asked to pitch a pilot to the Fox Broadcasting Company based on Larry & Steve, a short made by MacFarlane which featured a middle-aged character named Larry and an intellectual dog, Steve.
