The Philippine Children's Fund of America (PCFA) is a non-profit organization registered under the state of California and is duly recognized by the United States Federal Government. It is based in San Francisco, CA., with a Philippine office in Clark Field, Angeles City. [1] Philippine Children's Fund of America is the most widely supported Filipino-American non-profit organization in the United States. [2]

History

Was created by the US and Philippine governments in 1991. To assist impoverished Filipino children of American ancestry by providing educational scholarships, employment and working visas to the United States. Philippine Children's Fund of America envisions a stable and viable community that will uphold the rights, welfare and aspiration of Filipino families especially the children towards authentic human development. [3] [2] Philippine Children's Fund of America was founded to serve the needs of children left behind by the U.S. military closure. Pearl S. Buck International foundation estimates there are 52,000 Amerasian scattered throughout the Philippines. "The majority of the children have been abandoned by their American fathers," said Jocelyn Bonilla, the manager of the Pearl S. Buck center in Angeles. [4] Today it's serving more children, families and communities including 150 charitable groups all over the Philippines. Serving poor children including those left behind from the closure of US bases. Provides transitional home for American children we fly from the Philippines. [5] [6]

Projects

The Child Sponsorship Program (CSP)

Designed to provide educational assistance to poor but deserving children. By providing the poor access to education, the chances of improving the Filipino family's very unfavorable condition caused by extreme poverty could be strengthened. Children can now enjoy their right to education, families will be more empowered, hence, better lives and stronger communities.

Amerasian Program

The Amerasian Program aims to help Amerasian children (children of a U.S. military father and an Asian mother) with or without US citizenship. For Amerasian children with USA citizenship, the PCFA provides free travel, internship and lodging in the USA. They also help Amerasian children trace and reunite with their fathers. For children without documentation the PCGA provides educational, psychosocial and livelihood assistance. [7]

The Community Fund Drive (CFD)

Is a program designed to help Non-Government Agencies in the Philippines raise their own funds so that they will be able to push for quality development programs and services for the needy Filipino community. It is conceived to be an effective fund raising activity that will not require the participating agencies to invest any capital/resources in risky fund sourcing ventures.

A fundraising program of the Philippine Children's Fund of America designed to provide funding on different programs of the organization.

The Angeles City Children's Library (ACCL)

A joint project of the Philippine Children's Fund (PCF) and the Angeles government. Along Sto. Entierro St. at the City Library and Information Center, the ACCL is an interactive library which houses a wide selection of books, toys and other learning materials that the kids enjoy.

American settlement in the Philippines began during the Spanish colonial period. The period of American colonialization of the Philippines lasted 48 years, from cession of the Philippines to the U.S. by Spain in 1898 to U.S. recognition of Philippine independence in 1946. After independence in 1946, many Americans chose to remain in the Philippines while maintaining relations with relatives in the US. Most of them were professionals, but missionaries continued to settle the country. In 2015, the U.S. State Department estimated that there were more than 220,000 U.S. citizens living in the Philippines, with a significant mixed population of Amerasians and descendants from the colonial era as well.

The American Homecoming Act or Amerasian Homecoming Act, was an Act of Congress giving preferential immigration status to children in Vietnam born of U.S. fathers. The American Homecoming Act was written in 1987, passed in 1988, and implemented in 1989. The act increased Vietnamese Amerasian immigration to the U.S. because it allowed applicants to establish a mixed race identity by appearance alone. Additionally, the American Homecoming Act allowed the Amerasian children and their immediate relatives to receive refugee benefits. About 23,000 Amerasians and 67,000 of their relatives entered the United States under this act. While the American Homecoming Act was the most successful program in moving Vietnamese Amerasian children to the United States, the act was not the first attempt by the U.S. government. Additionally the act experienced flaws and controversies over the refugees it did and did not include since the act only allowed Vietnamese Amerasian children, as opposed to other South East Asian nations in which the United States also had forces in the war.

Its purposes include the promotion and protection of the dignity and the Human Rights of the Filipino people, especially of women and children. The main focus is to assist the sexually-exploited and abused children.

Philippine Animal Welfare Society

The Philippine Animal Welfare Society (PAWS) is a volunteer-based, non-government organization whose goal is to prevent animal cruelty through education, animal sheltering and advocacy, based in Quezon City, Philippines. PAWS believes that the creation of a more peaceful society starts with the widening of mankind's circle of compassion which includes animals, thereby envisions a nation that respects animals, practices responsible pet ownership and protects wildlife. The volunteer-based organization rehabilitates these animals in the hope of finding them new homes and a second chance at a good life. PAWS does not take in pets of other people, but only victims of cruelty or neglect where the animal offenders are charged with violation of the Animal Welfare Act in court.

The National Football League (NFL) Foundation, previously known as NFL Charities, is a non-profit making charitable organization, established by the member clubs of the National Football League (NFL) in 1973. It enables the clubs to collectively make grants to charitable and worthwhile causes at a national level.

ICanServe Foundation, Inc., formerly Information on Breast Cancer and Other Services, is a non-stock, non-profit organization that advocates early breast cancer detection through breast self-examination. Based in Manila, Philippines, and co-founded in 1999 by journalist Kara Magsanoc-Alikpala, a breast cancer survivor, the advocacy group empowers women with breast cancer and women cancer-related information so they can have a voice in their own health care. Its mission is to arm women with breast care health and breast cancer information so they can make informed decisions about their health. Ofelia M. Samar-Sy

Ofelia Manibog Samar-Sy is a Filipino physician in Internal medicine and Cardiology, medical educator, researcher, humanitarian, and socio-civic leader. Medical Director of Ibalong Medical Center in Legazpi City, Albay, in May 2014 she was additionally appointed Dean, College of Medicine of Bicol Christian College, also in Legazpi City. She has led various medical missions, relief distributions, feeding programs, and gift-giving activities as President of Ibalong Medical Center Foundation, as a volunteer, as president of Pinoy Power Bicol Coalition, Inc., and as president of Albay Medical Society. Samar-Sy is a board member for several Filipino NGOs. She is a Fellow of the American College of Physicians (2013) as well as a life member of the Philippine Medical Association and the Philippine College of Physicians.

BAPS Charities

BAPS Charities is an international, non-religious, charitable organization that originated from the Bochasanwasi Akshar Purushottam Swaminarayan Sanstha (BAPS) with a focus on serving society. This focus on service to society is stated in the organization's vision, that "every individual deserves the right to a peaceful, dignified, and healthy way of life. And by improving the quality of life of the individual, we are bettering families, communities, our world, and our future." Mental health is defined as "a state of well-being in which every individual realizes his or her own potential, can cope with the normal stresses of life, can work productively and fruitfully, and is able to make a contribution to her or his community". The World Health Organization emphasized the importance of mental health by including it in their definition of health as "a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity."

Philippine Charity Sweepstakes Office Government-owned and controlled corporation of the Philippines

The Philippine Charity Sweepstakes Office is a government-owned and controlled corporation of the Philippines under direct supervision of the Office of the President of the Philippines. It is mandated to do fund raising and provide funds for health programs, medical assistance and services, and charities of national character. The raised collections goes to the President's Presidential Social Fund to improve the country's social welfare.
