Bemidji is a city and the county seat of Beltrami County, in northern Minnesota, United States. The United States Census Bureau estimates Bemidji's population as of 2019 at 15,434, making it the largest commercial center between Grand Forks, North Dakota and Duluth.

Avery is best remembered as a long time chief of the Minnesota Game and Fish Commission and was named the first Commissioner of the Game and Fish Commission when that position was created in August 1915. He is the namesake of the Carlos Avery Wildlife Management Area in that state.
