Prosper Vokouma

Prosper Vokouma (born 4 August 1955^[1]) is a Burkinabé diplomat and politician who served in the government of Burkina Faso as Minister of Foreign Relations from 1989 to 1991. He became Burkina Faso's Permanent Representative to the United Nations Office at Geneva and the World Trade Organization in 2008.

The United Nations Office at Geneva (UNOG) is the second-largest of the four major office sites of the United Nations. It is located in the Palais des Nations building constructed for the League of Nations between 1929 and 1938 at Geneva in Switzerland, and expanded in the early 1950s and late 1960s.

Career

Vokouma entered the civil service in April 1982, when he was appointed as a department head at the Directorate of Bilateral Cooperation, part of the Ministry of Foreign Affairs. Subsequently he was appointed as Director of Political Affairs in 1984 and as High Commissioner of Naouri Province in 1987.^[1]

Following the assassination of President Thomas Sankara in October 1987, Vokouma was appointed as Secretary-General of the Government and the Council of Ministers by President Blaise Compaore on 31 October 1987.^[2] After two years in that position, he was instead appointed as Minister of Foreign Relations on 21 September 1989.^[3] He was dismissed from the government on 26 July 1991, when Issa Dominique Konaté was appointed to replace him as Foreign Minister.^[4] Later, he was Political Adviser to the President of the National Assembly in 1995.^[1]

Thomas Isidore Noël Sankara was a Burkinabé revolutionary and President of Burkina Faso from 1983 to 1987. A Marxist and pan-Africanist, he was viewed by supporters as a charismatic and iconic figure of revolution, and is sometimes referred to as "Africa's Che Guevara".

The Unicameral National Assembly is Burkina Faso's legislative body. In 1995, it became the lower house of a bicameral Parliament, but the upper house was abolished in 2002. The upper house was to have been restored under the name "Senate" in the June 2012 constitutional amendments. This revision was never executed due to an extended and unresolved political confrontation over the Senate's establishment, which left the country effectively with a unicameral legislature as of the October 2014 constitutional crisis.

Vokouma was Secretary-General of the National Assembly from 2000 to 2008.^[1] He left the latter position when he was assigned to a diplomatic posting in Switzerland: on 12 March 2008, he was accredited as Burkina Faso's Permanent Representative to the United Nations Office at Geneva and the World Trade Organization, and he additionally presented his credentials as Ambassador to Switzerland to the President of the Swiss Confederation, Pascal Couchepin, on 1 July 2008.^[5]

The World Trade Organization (WTO) is an intergovernmental organization that is concerned with the regulation of international trade between nations. The WTO officially commenced on 1 January 1995 under the Marrakesh Agreement, signed by 124 nations on 15 April 1994, replacing the General Agreement on Tariffs and Trade (GATT), which commenced in 1948. It is the largest international economic organization in the world.

The President of the Swiss Confederation, also known as the President of the Confederation or colloquially as the President of Switzerland, is the head of Switzerland's seven-member Federal Council, the country's executive branch. Elected by the Federal Assembly for one year, the president chairs the meetings of the Federal Council and undertakes special representational duties. First among equals, the president has no powers over and above the other six councillors and continues to head their department. Traditionally the duty rotates among the members in order of seniority and the previous year's vice-president becomes president. The president is not the Swiss head of state; the entire Federal Council is the collective head of state.

Vokouma was dismissed from his post as Ambassador to Switzerland on 20 March 2015.^[6]

Thomas Sanon is a Burkinabé politician and former diplomat who has been President of the Economic and Social Council of Burkina Faso since 2003. Under President Blaise Compaoré, Sanon previously held various positions in the government and was an ambassador.

Hama Arba Diallo was a Burkinabé politician, diplomat and civil servant. He was Minister of Foreign Affairs of Upper Volta from 1983 to 1984. Diallo, an opponent of President Blaise Compaoré, stood as a candidate in the 2010 presidential election.
