He represented the College Ward covering part of Nepean and Ottawa's west end. On council, Chiarelli was known for being an "independent voice, often voicing dissent on issues his fellow councillors support" and now for "offensive and disreputable behaviour" and "incomprehensible incidents of harassment" against staff. He was for a time the longest serving municipal politician on Ottawa's city council.
