Rahul Singh, OOnt (born October 1970 in Montreal, Quebec) is a Toronto paramedic and founder and Executive Director of GlobalMedic, a humanitarian relief organization that provides disaster relief in areas affected by natural disasters or complex emergencies. [1] Since founding GlobalMedic in 1998, Singh has led 30 international missions with the organization.
Singh’s work around the world has been widely recognized. For his work with GlobalMedic, Singh was named to the 2010 Time 100 list of "The World's Most Influential People". [2] He was a recipient of “Canada’s Top 40 Under 40 Award” in 2009. [3] The Globe and Mail included him on the list of “Canadians changing the world”, [4] and he was chosen by the Toronto Star as one of 12 “Canadians changing the way we think.” [5]
In 2006, Prime Minister Stephen Harper presented him with the ICCC’s “Humanitarian of the Year Award.”
In 2012, he was made a member of the Order of Ontario. [6]

James Jude Orbinski, is a Canadian physician, humanitarian activist, author and leading scholar in global health. Orbinski was the 2016-17 Fulbright Visiting Professor at the University of California, Irvine, and as of September 1, 2017, he is professor and inaugural director of the Dahdaleh Institute of Global Health Research at York University in Toronto, Ontario, Canada. He was previously the CIGI Chair in Global Health Governance at the Balsillie School of International Affairs and Wilfrid Laurier University (2012-2017), Chair of Global Health at the Dalla Lana School of Public Health (2010-2012) and full professor at the Faculty of Medicine, University of Toronto (2003-2012), where he was the founding Saul Rae Fellow at Massey College. Orbinski’s current research interests focus on the health impacts of climate change, medical humanitarianism, intervention strategies around emerging and re-emerging infectious diseases, and global health governance.
Borys Wrzesnewskyj is a Canadian politician who represented the riding of Etobicoke Centre in the House of Commons of Canada. He held the riding from 2004 to 2011 and again from 2015 to 2019. He is a member of the Liberal Party.
The Disaster Assistance Response Team (DART) is a rapidly deployable team of 200 Canadian Forces personnel. It provides assistance to disaster-affected regions for up to 40 days. DART's headquarters is located in Kingston, Ontario. DART was created by the Canadian government in 1996 in the aftermath of the inadequate response to the 1994 Rwandan genocide, when Canada's aid arrived after the peak of a cholera epidemic. The government determined that it would be of the utmost importance in many disasters if it was able to rapidly deploy a group of people until long-term aid arrived. DART has an annual budget of CA$500,000 , although during specific incidents the Parliament of Canada can choose to temporarily allocate millions of dollars to DART to fund their response effort. For example, Operation Torrent, the aid mission to Turkey in the wake of the 1999 earthquake which left 17,000 people dead, saw CA$15 million used by DART in the response.

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is a United Nations (U.N.) body established in December 1991 by the General Assembly to strengthen the international response to complex emergencies and natural disasters. It is the successor to the Office of the United Nations Disaster Relief Coordinator (UNDRO).
Disaster response is the second phase of the disaster management cycle. It consists of a number of elements, for example; warning/evacuation, search and rescue, providing immediate assistance, assessing damage, continuing assistance and the immediate restoration or construction of infrastructure .The aim of emergency response is to provide immediate assistance to maintain life, improve health and support the morale of the affected population. Such assistance may range from providing specific but limited aid, such as assisting refugees with transport, temporary shelter, and food, to establishing semi-permanent settlement in camps and other locations. It also may involve initial repairs to damaged or diversion to infrastructure.
