The Regional Animal Health Center for North Africa (RAHC-NA) is a facility run by the United Nations Food and Agriculture Organization Emergency Centre for Transboundary Animal Diseases (FAO-ECTAD). It has been in action since May 2007. The purpose of RAHC-NA is to provide a framework in order to coordinate and harmonize strategies for monitoring and evaluating activities for the control of animal diseases in the region, including zoonoses and avian Influenza in particular. Thus, the interventions of the RCAH-NA are mainly focused on understanding the fields of animal health, public health, but also food safety. The idea of developing FAO-ECTAD/Regional Animal Health Centers (RAHC) was first launched during the International Conference on Avian and Human Influenza II, held at Beijing, China in January 2006. Under this initiative, FAO started developing RAHCs in all sensitive areas.[ citation needed ]
The RAHC-NA covers up Maghreb countries: Mauritania, Morocco, Algeria, Tunisia and Libya, though most of its activities are also developed in coordination with Egypt. The RAHC-NA is also seeking to bring both Mediterranean shores into contact and encourage coordination and joint work between the countries of North Africa and Southern Europe through the Mediterranean Network for Animal Health (REMESA) initiative.

Avian influenza, known informally as avian flu or bird flu, is a variety of influenza caused by viruses adapted to birds. The type with the greatest risk is highly pathogenic avian influenza (HPAI). Bird flu is similar to swine flu, dog flu, horse flu and human flu as an illness caused by strains of influenza viruses that have adapted to a specific host. Out of the three types of influenza viruses, influenza A virus is a zoonotic infection with a natural reservoir almost entirely in birds. Avian influenza, for most purposes, refers to the influenza A virus.
Influenza A virus subtype H5N1 (A/H5N1) is a subtype of the influenza A virus which can cause illness in humans and many other animal species. A bird-adapted strain of H5N1, called HPAI A(H5N1) for highly pathogenic avian influenza virus of type A of subtype H5N1, is the highly pathogenic causative agent of H5N1 flu, commonly known as avian influenza. It is enzootic in many bird populations, especially in Southeast Asia. One strain of HPAI A(H5N1) is spreading globally after first appearing in Asia. It is epizootic and panzootic, killing tens of millions of birds and spurring the culling of hundreds of millions of others to stem its spread. Many references to "bird flu" and H5N1 in the popular media refer to this strain.
The International Plant Protection Convention (IPPC) is a 1951 multilateral treaty overseen by the United Nations Food and Agriculture Organization that aims to secure coordinated, effective action to prevent and to control the introduction and spread of pests of plants and plant products. The Convention extends beyond the protection of cultivated plants to the protection of natural flora and plant products. It also takes into consideration both direct and indirect damage by pests, so it includes weeds.
An influenza pandemic is an epidemic of an influenza virus that spreads across a large region and infects a large proportion of the population. There have been six major influenza epidemics in the last 140 years, with the 1918 flu pandemic being the most severe; this is estimated to have been responsible for the deaths of 50–100 million people. The most recent, the 2009 swine flu pandemic, resulted in under 300,000 deaths and is considered relatively mild. These pandemics occur irregularly.

The global spread of H5N1 influenza in birds is considered a significant pandemic threat. While other H5N1 influenza strains are known, they are significantly different on a genetic level from a recent, highly pathogenic, emergent strain of H5N1, which was able to achieve hitherto unprecedented global spread in 2008. The H5N1 strain is a fast-mutating, highly pathogenic avian influenza virus (HPAI) found in multiple bird species. It is both epizootic and panzootic. Unless otherwise indicated, "H5N1" in this timeline refers to the recent highly pathogenic strain of H5N1.
Disease surveillance is an epidemiological practice by which the spread of disease is monitored in order to establish patterns of progression. The main role of disease surveillance is to predict, observe, and minimize the harm caused by outbreak, epidemic, and pandemic situations, as well as increase knowledge about which factors contribute to such circumstances. A key part of modern disease surveillance is the practice of disease case reporting.
OFFLU is the joint OIE-FAO global network of expertise on animal influenzas. OFFLU aims to reduce the negative impacts of animal influenza viruses by promoting effective collaboration between animal health experts and with the human health sector. OFFLU analyses and shares information and biological material to identify and reduce health threats early, and shares information about animal influenza viruses with the World Health Organization (WHO) to assist with the early preparation of human vaccines. It was established in 2005, initially to support the global effort to control H5N1 highly pathogenic avian influenza.

GISAID is a global science initiative and primary source established in 2008 that provides open access to genomic data of influenza viruses and the coronavirus responsible for the COVID-19 pandemic. On January 10, 2020, the first whole-genome sequences of SARS-CoV-2 were made available on GISAID, which enabled global responses to the pandemic, including the development of the first vaccines and diagnostic tests to detect SARS-CoV-2. The database has become the world's largest repository for SARS-CoV-2 sequences. GISAID facilitates genomic epidemiology and real-time surveillance to monitor the emergence of new COVID-19 viral strains across the planet.
The National Institute of Virology in Pune, India is an Indian virology research institute and part of the Indian Council of Medical Research (ICMR). It was previously known as 'Virus Research Centre' and was founded in collaboration with the Rockefeller Foundation. It has been designated as a WHO H5 reference laboratory for SE Asia region.
The Center for Infectious Disease Research and Policy (CIDRAP) is a center within the University of Minnesota that focuses on addressing public health preparedness and emerging infectious disease response. It was founded in 2001 by Dr. Michael Osterholm, in order to "prevent illness and death from infectious diseases through epidemiological research and rapid translation of scientific information into real-world practical applications and solutions".
One Health is an approach calling for "the collaborative efforts of multiple disciplines working locally, nationally, and globally, to attain optimal health for people, animals and our environment", as defined by the One Health Initiative Task Force (OHITF). It developed in response to evidence of the spreading of zoonotic diseases between species and increasing awareness of "the interdependence of human and animal health and ecological change". In this viewpoint, public health is no longer seen in purely human terms.
The Mekong Basin Disease Surveillance (MBDS) consortium is a self-organised and sub-regional co-operation spearheaded by health ministries from member countries to collaborate on infectious disease surveillance and control. The co-operation focuses on cross-border co-operation at selected sites and has matured through several phases of work. PRO/MBDS is a component of the outbreak reporting system ProMED-mail.
Naval Medical Research Unit Three (NAMRU-3) is a biomedical research laboratory of the US Navy located in Sigonella, Italy. Previously it was located in Cairo, Egypt. NAMRU-3 is the oldest U.S. overseas military medical research facility that has remained in the same location, and one of the largest medical research laboratories in the North Africa-Middle East region. The laboratory has been in continuous operation despite periods of political tension and a seven-year lapse in U.S.-Egyptian relations (1967–1973) since 1942.
Brian Derek Perry, OBE is a British veterinary surgeon and epidemiologist renowned for the integration of veterinary epidemiology and agricultural economics, as a tool for disease control policy and strategy development, and specialised in international agricultural development. He is an Honorary Professor at the University of Edinburgh, a Visiting Professor at the Nuffield Department of Clinical Medicine, University of Oxford.
The National Centre for Foreign Animal Disease (NCFAD), located in the Canadian Science Centre for Human and Animal Health in Winnipeg, Manitoba, is part of the Canadian Food Inspection Agency’s National Centres for Animal Disease. NCFAD is co-located with the Public Health Agency of Canada’s National Microbiology Laboratory.

A Foreign animal disease (FAD) is an animal disease or pest, whether terrestrial or aquatic, not known to exist in the United States or its territories. When these diseases can significantly affect human health or animal production and when there is significant economic cost for disease control and eradication efforts, they are considered a threat to the United States. Another term gaining preference to be used is Transboundary Animal Disease (TAD), which is defined as those epidemic diseases which are highly contagious or transmissible and have the potential for very rapid spread, irrespective of national borders, causing serious socio-economic and possibly public health consequences. An Emerging Animal Disease "may be defined as any terrestrial animal, aquatic animal, or zoonotic disease not yet known or characterized, or any known or characterized terrestrial animal or aquatic animal disease in the United States or its territories that changes or mutates in pathogenicity, communicability, or zoonotic potential to become a threat to terrestrial animals, aquatic animals, or humans."
