Samaritan's Touch Care Center is a nonprofit outpatient medical clinic with two Highlands County, Florida, locations - one in Sebring and one in Lake Placid. It considers itself a Christian ministry and says many persons who have been helped by it "have dedicated their lives to Christ and began a personal relationship with Jesus Christ." It provides free health services to persons who meet these criteria:
Samaritan's Touch apparently had its beginnings in 2006 and, according to the NonProfiFacts.com website, became a charitable organization in March 2007. The Sebring clinic opened in May 2007 and has always been at the Herring Avenue location, just across the street from the Sebring Comcast customer service center. Samaritan's Touch was organized to provide healthcare services to those who cannot afford any type of health care. Highlands County has a large number of persons who do not have work or do work, but make little more than the Federal minimum wage.
The clinic has always run with mostly volunteer help. Dr. Luis M. Pena from the beginning has volunteered service as the clinic's primary care physician. According to the Manta website, as of 2012, the clinic has grown to have nine employees. [5] [6] [7]
In early 2010 Samaritan's Touch planned to open a clinic in Lake Placid. Diana Furr, then executive director of the clinic, said 15% of the patients seen at the Sebring clinic were from the Lake Placid area. From 2007 to 2010 the Sebring clinic logged more than 15,000 patient visits. Samaritan's Touch opened its Lake Placid clinic July 11, 2011. Dr. Donald Dawkins, a Florida Hospital Lake Placid emergency room physician, became the volunteer medical director of the Lake Placid clinic. [8] [9] [10]
In July 2010 Florida Hospital Heartland Division for a time loaned an administrator to Samarian's Touch to help expand the clinic's reputation, reach and resources. In 2011 Florida Hospital Heartland Medical Center donated more than $1.5 million in diagnostic imaging, laboratory services and outpatient services to Samaritan's Touch patients. The Moffitt Cancer Center offered cancer care in Tampa, Florida. [11] [12] [13]
Several websites provide detailed financial data on Samaritan's Touch. All of these use the latest data available, the 2010 year. The gist of the data is that this organization had assets of $272,148 and revenues of $510,082. Similarly, a news story in the local newspaper, Highlands Today, in July 2012 said 2,250 patients are served by the Sebring and Lake Placid clinics. [14] [15] [16]
The Healthgrades website provides very little information on Samaritan's Touch. It provides only one patient survey and that was on Dr. Pena. Similarly, the Vitals website provided little information on the organization. It, too, had only one patient survey and it, too, was for Dr. Pena. Since Samaritan's Touch is considered a local, rather than a regional or national ministry, it is not listed in the Ministry Watch website. [17] [18] [19]

Good Samaritan laws offer legal protection to people who give reasonable assistance to those who are, or whom they believe to be injured, ill, in peril, or otherwise incapacitated. The protection is intended to reduce bystanders' hesitation to assist, for fear of being sued or prosecuted for unintentional injury or wrongful death. An example of such a law in common-law areas of Canada: a Good Samaritan doctrine is a legal principle that prevents a rescuer who has voluntarily helped a victim in distress from being successfully sued for wrongdoing. Its purpose is to keep people from being reluctant to help a stranger in need for fear of legal repercussions should they make some mistake in treatment. By contrast, a duty to rescue law requires people to offer assistance and holds those who fail to do so liable.
Lake Lillian is a 36-acre (150,000 m2) freshwater lake in northern Highlands County, Florida. It is adjacent to the Avon Park Lakes Subdivision, north of the city of Avon Park. The slope of the lake drops quickly from the shoreline to a depth of about 45 feet (14 m).

South Florida State College was founded in 1965 and serves around 19,000 students a year. The 228 acres (0.92 km2) Highlands Campus is located two miles (3 km) south of Avon Park, Florida. The college is on an isthmus, bounded on the north by Lake Lelia, to the south by Lake Glenada, and to the west by U.S. Highway 27. It is a public college offering college credit certificates, career certificates, and associate degrees in over 73 fields of study as well as several bachelor's degrees.

The Florida Heartland is a region of Florida located to the north and west of Lake Okeechobee, composed of six inland, predominantly rural counties—DeSoto, Glades, Hardee, Hendry, Highlands, and Okeechobee. In 2020, The US Census Bureau recorded the population of the Florida Heartland region at 251,927. The most populous county in the region is Highlands County. The application is part of a trend in health technology in the United States towards consumer-driven healthcare.
Winter Haven Hospital is a hospital and health service system based in Winter Haven, Florida. The hospital is managed and supported by the Winter Haven Hospital Foundation—a 501(c)3 nonprofit organization—and is owned by BayCare Health System, a group of 15 not-for-profit hospitals in the Tampa Bay Area. Lake Placid High School is a public high school located in Lake Placid, Florida. It is operated by the School Board of Highlands County, the local public school district for Highlands County.
Bartow Regional Medical Center is a hospital in Bartow, Florida. It is owned by non-profit health care provider BayCare. Bartow Regional Medical Center's main building is a general use hospital that includes an emergency department, an intensive care unit and various outpatient services. On the south side of Osprey Boulevard, which is south of the main building, are two medical office buildings. These buildings house physicians’ offices and clinics, including the hospital's sleep disorders center.
The Flying Samaritans is a non-profit organization dedicated to providing free health care for underserved populations in Baja California, Mexico. The organization consists of ten different chapters, each with up to eight branches, that all operate a medical clinic in Baja California. Volunteer students, doctors, nurses, pilots, and other health professionals travel with their Flying Samaritans branch to their respective clinic locations and run anywhere from one-day to weekend long clinics on a monthly basis. Now with more than 1500 members the Flying Samaritans mission has spread broadly across California, Arizona, and Baja California.
Blue Lake, an almost-round lake, has a surface area of 33.76 acres (13.66 ha). This lake is south of Sebring, Florida, and inside the southeast part of Highlands Hammock State Park. As of 2022 it is one of the top 10 largest non-profit employers in the State of Oregon with nearly 7,000 employees and volunteers. The Corvallis-based nonprofit was founded in 1997 when Mid-Valley Healthcare in Lebanon and Samaritan Inc. of Corvallis merged in an effort to more efficiently serve their communities. Over the years other organizations have joined Samaritan Health, such as FirstCare Health (Albany) in 1999, and the North Lincoln Health District (Lincoln City) in 2001 and Pacific Communities Health (Newport) in 2002. Samaritan Inc. began in 1948 when the Episcopal Church in Western Oregon, enabled the Corvallis General Hospital's reorganization as a not-for-profit facility.
