The foreign policy of Lebanon reflects its geographic location, the composition of its population, and its reliance on commerce and trade. Until 2005, Lebanon's foreign policy had been heavily influenced by Syria. The framework for relations was first codified in May 1991, when Lebanon and Syria signed a treaty of mutual cooperation. This treaty came out of the Taif Agreement, which stipulated that "Lebanon is linked to Syria by distinctive ties deriving strength from kinship, history, and common interests." The Lebanese-Syria treaty calls for "coordination and cooperation between the two countries" that would serve the "interests of the two countries within the framework of sovereignty and independence of each." Numerous agreements on political, economic, and security. After Syria's military withdrawal in 2005, Lebanon's foreign policy charted a more independent course.
Eduard Kukan was a Slovakian politician who served as Minister of Foreign Affairs from 1998 to 2006. He was a candidate in the presidential election held on 3 April 2004, and although pre-election polls had suggested he would come first, he actually came in third behind the eventual President Ivan Gašparovič and former prime minister Vladimír Mečiar, thus preventing him from contesting the run-off. Yuli Mikhailovich Vorontsov was a Soviet and Russian diplomat, President of International Centre of the Roerichs (Moscow). In the mid-1970s he was Chargé d'Affaires at the Soviet embassy in Washington under Ambassador Dobrynin. He was then Ambassador to India (1978-1983) and France (1983-1986). He returned to Moscow to be the first deputy foreign minister (1986-1990) and participated in arms reduction talks with the United States. In 1988-1989, he was simultaneously the Ambassador to Afghanistan as Soviet troops withdrew from the country. He then served as the last Soviet ambassador to United Nations between 1990 and 1991 and as the first Russian Permanent Representative to the UN from 1991 to 1994. After this he served as the Russian ambassador to the United States from 1994 to 1998. In 2000 Vorontsov was chosen as the high-level coordinator for issues related to a paragraph of United Nations Security Council Resolution 1284 which once again required Iraq to face "its obligations regarding the repatriation or return of all Kuwaiti and third country nationals or their remains, [and] the return of all Kuwaiti property [...] seized by Iraq".
Nabil Elaraby is an Egyptian politician and diplomat who was Secretary General of the Arab League from 1 July 2011 to 3 July 2016. Previously, he was Foreign Affairs Minister of Egypt in Essam Sharaf's government from March to June 2011.
