The Strategic Sealift Officer Program, previously known as the Merchant Marine Reserve and founded in 1913 as the Naval Auxiliary Reserve, consists of members of the United States Merchant Marine who are also members of the United States Navy. Officers in the Merchant Marine Reserve are entitled to wear the Strategic Sealift Officer Warfare Insignia.
The program was called Merchant Marine Naval Reserve from 1925 to 1938 and Merchant Marine Reserve from 1938 to 2010.

The Royal Fleet Auxiliary (RFA) is a naval auxiliary fleet owned by the UK's Ministry of Defence. It provides logistical and operational support to the Royal Navy and Royal Marines. The RFA ensures the Royal Navy is supplied and supported by providing fuel and stores through replenishment at sea, transporting Royal Marines and British Army personnel, providing medical care and transporting equipment and essentials around the world. In addition the RFA acts independently providing humanitarian aid, counter piracy and counter narcotic patrols together with assisting the Royal Navy in preventing conflict and securing international trade. They are a uniformed civilian branch of the Royal Navy staffed by British merchant sailors.
United States Merchant Marine are United States civilian mariners and U.S. civilian and federally owned merchant vessels. Both the civilian mariners and the merchant vessels are managed by a combination of the government and private sectors, and engage in commerce or transportation of goods and services in and out of the navigable waters of the United States. The Merchant Marine primarily transports cargo and passengers during peacetime; in times of war, the Merchant Marine can be an auxiliary to the United States Navy, and can be called upon to deliver military personnel and materiel for the military. Merchant Marine officers may also be commissioned as military officers by the Department of Defense. This is commonly achieved by commissioning unlimited tonnage Merchant Marine officers as Strategic Sealift Officers in the United States Navy Reserve.

Military Sealift Command (MSC) is an organization that controls the replenishment and military transport ships of the United States Navy. Military Sealift Command has the responsibility for providing sealift and ocean transportation for all US military services as well as for other government agencies. It first came into existence on 9 July 1949 when the Military Sea Transportation Service (MSTS) became solely responsible for the Department of Defense's ocean transport needs. The MSTS was renamed the Military Sealift Command in 1970.

The United States Maritime Service (USMS) was established in 1938 under the provisions of the Merchant Marine Act of 1936 as voluntary training organization to train individuals to become officers and crewmembers on merchant ships that form the United States Merchant Marine per 46 U.S.C. § 51701. Heavily utilized during World War II, the USMS was largely dissolved in 1954, and its resources were absorbed into other federal departments. David L. Brewer is a retired vice admiral of the United States Navy and former superintendent of the Los Angeles Unified School District. The 35-year veteran of the Navy was the captain of USS Mount Whitney from April 3, 1991 – December 5, 1992, commanded Military Sealift Command from August 2001 until his retirement in March 2006, and served as Vice Chief of Naval Education and Training from 1999 to 2001. As Vice Chief of Naval Education and Training, he is known for helping to develop the Navy College Program and negotiating contracts with 11 colleges, universities and community colleges to provide bachelor and associate degree programs to more than 300,000 sailors. As Commander of Military Sealift Command, he is known for overseeing the massive Military Sealift Command (MSC) partnership with the private sector shipping contractors operation in support of Operation Iraqi Freedom which involved moving over 20,000,000 square feet (1,900,000 m2) of equipment to the Persian Gulf in less than four months. He is also known for leading the Military Sealift Command's disaster relief efforts after Hurricane Katrina.
Mark Howard Buzby is a retired United States Navy rear admiral who served as the Administrator of the United States Maritime Administration. He retired from the Navy in 2013 and joined Carnival Cruise Line's Safety & Reliability Review Board. Buzby was nominated to be MARAD Administrator in June 2017 by President Donald Trump, and confirmed to the position by the United States Senate on August 3, 2017. He resigned from the post on January 11, 2021, along with Secretary of Transportation Elaine Chao, to protest the 2021 United States Capitol attack.

Naval Support Activity Charleston, originally designated Naval Weapons Station Charleston, is a base of the United States Navy located on the west bank of the Cooper River, in the cities of Goose Creek and Hanahan South Carolina. The base encompasses more than 17,000 acres (69 km²) of land with 10,000 acres (40 km²) of forest and wetlands, 16-plus miles of waterfront, four deep-water piers, 38.2 miles (61.5 km) of railroad and 292 miles (470 km) of road. The current workforce numbers more than 11,000 with an additional 3,600 people in on-base family housing.
The California Maritime Academy Corps of Cadets is the undergraduate student body at the California Maritime Academy. As a State Maritime Academy, as required by Title 46 Part 310 of the Code of Federal Regulations students are considered Cadets, required to wear uniforms, and utilize a demerit-based disciplinary system. Participation in the Corps of Cadets is mandatory; participation in the Navy Reserve Merchant Marine program is optional. Cadets still utilize Merchant Marine Navy-style uniforms, customs, and traditions. Based on academic majors cadets are organized into Squads, Sections, Divisions and Companies which regularly muster in Morning Formations multiple times a week, as well as stand watches on campus and aboard the training ship.
