Sustainable land management

Sustainable land management (SLM [1] ) refers to practices and technologies that aim to integrate the management of land, water, and other environmental resources to meet human needs while ensuring long-term sustainability, ecosystem services, biodiversity, and livelihoods. The term is used, for example, in regional planning and soil or environmental protection, as well as in property and estate management.

Scope

The World Bank defines sustainable land management as a process in a charged environment between environmental protection and the guarantee claim of ecosystem services on the one hand. On the other hand, it is about productivity of agriculture and forestry with respect to demographic growth and increasing pressure in land use.

SLM is defined as a knowledge-based procedure that helps integrate land, water, biodiversity, and environmental management (including input and output externalities) to meet rising food and fiber demands while sustaining ecosystem services and livelihoods. SLM is necessary to meet the requirements of a growing population. Improper land management can lead to land degradation and a significant reduction in the productive and service (biodiversity niches, hydrology, carbon sequestration) functions of watersheds and landscapes." The World Bank

The United Nations Economic Commission for Europe (UNECE) applies the term in a much wider context. Besides agriculture and forestry, they include the mineral extraction sector, property and estate management.

Land management is the process by which the resources of land are put to good effect. It covers all activities concerned with the management of land as a resource both from an environmental and from an economic perspective. It can include farming, mineral extraction, property and estate management, and the physical planning of towns and the countryside. [2]

In the course of national politics and programmes, few European states use the terminology "sustainable land management". Here Australia and New Zealand are to be mentioned, as both countries have agreed on sustainable land management with respect to climate change as part of their government programmes. [3]

In the European context, the definition of the European Network for Land Use Management for Sustainable European Cities (LUMASEC) [4] may be used as a reference. It emphasizes the inter- and transdisciplinary cooperation on sustainable land management:

As management is the human activity meaning the action of people working together in the aim to accomplish desired goals, land use management is a process of managing use and development of land, in which spatial, sector-oriented and temporary aspects of urban policy are coordinated. Resources of land are used for different purposes, which may produce conflicts and competitions, and land use management has to see those purposes in an integrated way. Therefore, land management covers the debate about norms and visions driving the policy-making, sector-based planning both in the strategic and more operative time spans, spatial integration of sectoral issues, decision-making, budgeting, implementation of plans and decisions and the monitoring of results and evaluation of impacts. [5]

Research

Since 2010, the German Federal Ministry of Education and Research (BMBF) funds an international research program on "sustainable land management". [6] Module A of the program investigates interactions between land management, climate change, and ecosystem services. [7] It includes projects operating in South America, Africa, Europe, Central Asia, and South Asia. Module B seeks "innovative system solutions" in 13 projects with a Central European focus.

Furthermore, the Economics of Land Degradation (ELD) Initiative seeks to establish a cost benefit analysis on the practice of sustainable land management highlighting its economic benefits. This economic analysis will help decision makers to take appropriate measures to combat land degradation globally. Additionally, the Initiative supports regional case studies focusing on Africa and Central Asia.

The need for sustainable land management

In September 2020, scientists published an interactive world map of terrestrial regions where protected areas acting as a "Global Safety Net" or -as a gradual improvement - more sustainable management would help achieve various climate and conservation goals. [8] [9]

A green economy is an economy that aims at reducing environmental risks and ecological scarcities, and that aims for sustainable development without degrading the environment. It is closely related with ecological economics, but has a more politically applied focus. The 2011 UNEP Green Economy Report argues "that to be green, an economy must not only be efficient, but also fair. Fairness implies recognizing global and country level equity dimensions, particularly in assuring a Just Transition to an economy that is low-carbon, resource efficient, and socially inclusive."

<span class="mw-page-title-main">Center for International Forestry Research</span>

The Center for International Forestry Research (CIFOR) is a non-profit scientific research organization that conducts research on the use and management of forests with a focus on tropical forests in developing countries. CIFOR, which merged with World Agroforestry on Jan. 1, 2019, is the forestry and agroforestry research center of the Consultative Group on International Agricultural Research (CGIAR), a network of 15 research centers around the world that focus on agricultural research for sustainable development, working closely with governments and other partners to help develop evidence-based solutions to problems related to sustainable agriculture and natural resource management.

Environmental policy is the commitment of an organization or government to the laws, regulations, and other policy mechanisms concerning environmental issues. These issues generally include air and water pollution, waste management, ecosystem management, maintenance of biodiversity, the management of natural resources, wildlife and endangered species. For example, concerning environmental policy, the implementation of an eco-energy-oriented policy at a global level to address the issues of global warming and climate changes could be addressed. Policies concerning energy or regulation of toxic substances including pesticides and many types of industrial waste are part of the topic of environmental policy. This policy can be deliberately taken to influence human activities and thereby prevent undesirable effects on the biophysical environment and natural resources, as well as to make sure that changes in the environment do not have unacceptable effects on humans.

Sustainable forest management has to keep the balance between three main pillars: ecological, economic and socio-cultural. However, the goal of sustainable forestry is to allow for a balance to be found between ethical forestry and maintaining biodiversity through the means of maintaining natural patterns of disturbance and regeneration. Successfully achieving sustainable forest management will provide integrated benefits to all, ranging from safeguarding local livelihoods to protecting biodiversity and ecosystems provided by forests, reducing rural poverty and mitigating some of the effects of climate change. Forest conservation is essential to stop climate change.

The Economics of Ecosystems and Biodiversity (TEEB) was a study led by Pavan Sukhdev from 2007 to 2011. It is an international initiative to draw attention to the global economic benefits of biodiversity. Its objective is to highlight the growing cost of biodiversity loss and ecosystem degradation and to draw together expertise from the fields of science, economics and policy to enable practical actions. TEEB aims to assess, communicate and mainstream the urgency of actions through its five deliverables—D0: science and economic foundations, policy costs and costs of inaction, D1: policy opportunities for national and international policy-makers, D2: decision support for local administrators, D3: business risks, opportunities and metrics and D4: citizen and consumer ownership.

At the global scale sustainability and environmental management involves managing the oceans, freshwater systems, land and atmosphere, according to sustainability principles.

Soil governance refers to the policies, strategies, and the processes of decision-making employed by nation states and local governments regarding the use of soil. Globally, governance of the soil has been limited to an agricultural perspective due to increased food insecurity from the most populated regions on earth. The Global Soil Partnership, GSP, was initiated by the Food and Agriculture Organization (FAO) and its members with the hope to improve governance of the limited soil resources of the planet in order to guarantee healthy and productive soils for a food-secure world, as well as support other essential ecosystem services.

Natural capital accounting is the process of calculating the total stocks and flows of natural resources and services in a given ecosystem or region. Accounting for such goods may occur in physical or monetary terms. This process can subsequently inform government, corporate and consumer decision making as each relates to the use or consumption of natural resources and land, and sustainable behaviour.

<span class="mw-page-title-main">Economics of Land Degradation Initiative</span>

The Economics of Land Degradation (ELD) Initiative is a global initiative which aims to increase awareness of the benefits of sustainable land management and economic consequences of land degradation.

The South African National Biodiversity Institute (SANBI) is an organisation established in 2004 in terms of the National Environmental Management: Biodiversity Act, No 10 of 2004, under the South African Department of Environmental Affairs, tasked with research and dissemination of information on biodiversity, and legally mandated to contribute to the management of the country’s biodiversity resources.

<span class="mw-page-title-main">Nature-based solutions</span> Sustainable management and use of nature for tackling socio-environmental challenges

The term Nature-based solutions (NBS) refers to the sustainable management and use of natural features and processes to tackle socio-environmental challenges. These challenges include issues such as climate change, water security, water pollution, food security, human health, biodiversity loss, and disaster risk management. The European Commission's definition of NBS states that these solutions are "inspired and supported by nature, which are cost-effective, simultaneously provide environmental, social and economic benefits and help build resilience. Such solutions bring more, and more diverse, nature and natural features and processes into cities, landscapes, and seascapes, through locally adapted, resource-efficient and systemic interventions". In 2020, the EC definition was updated to further emphasise that “Nature-based solutions must benefit biodiversity and support the delivery of a range of ecosystem services.” Through the use of NBS healthy, resilient, and diverse ecosystems can provide solutions for the benefit of both societies and overall biodiversity.

Climate-smart agriculture (CSA) is an integrated approach to managing landscapes to help adapt agricultural methods, livestock and crops to the effects of climate change and, where possible, counteract it by reducing greenhouse gas emissions from agriculture, at the same time taking into account the growing world population to ensure food security. Thus, the emphasis is not simply on carbon farming or sustainable agriculture, but also on increasing agricultural productivity. "CSA ... is in line with FAO’s vision for Sustainable Food and Agriculture and supports FAO’s goal to make agriculture, forestry and fisheries more productive and more sustainable".

The United Nations Development Programme (UNDP) in South Africa is one of the 177 offices of the UNDP’s global networks located in the country's capital, Pretoria. Its vision is to empower people's lives and help nations to become stronger and more resilient. As a part of the wider UNDP's development efforts, the local office is responsible for supporting the government to develop and implement policies to accelerate the attainment of the Sustainable Development Goals (SDG) in South Africa. UNDP interventions in South Africa focus on promoting actions that contribute to address the triple challenge of inequality, poverty and unemployment that the county faces. In that regard, the interventions include the promotion of youth employment; building resilience to climate change impacts; biodiversity conservation; water management; promotion of access to sustainable, clean and affordable energy; and promotion of citizens participation in democratic processes. Leaving no-one behind, gender mainstreaming and innovation are in the center of all UNDP cooperation.

<span class="mw-page-title-main">Sustainable Development Goal 15</span> 15th of 17 Sustainable Development Goals to protect life on land

Sustainable Development Goal 15 is about "Life on land". One of the 17 Sustainable Development Goals established by the United Nations in 2015, the official wording is: "Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss". The Goal has 12 targets to be achieved by 2030. Progress towards targets will be measured by 14 indicators.
