Svay Don Kêv is a small town in Moung Ruessei District in Battambang Province, central-western Cambodia. It is connected by river to the Tonle Sap lake in the north. The town is connected to Moung Ruessei several kilometres to the west via the National Highway 5 and railway tracks once connected it to Thnal Bat in the commune of Ruessei Krang.

Battambang is a province (khaet) of Cambodia located in the far northwest. Bordering provinces are Banteay Meanchey to the north, Pursat to the east and south, Siem Reap to the northeast, and Pailin to the west. The northern and southern extremes of the province's western boundaries form part of the international border with Thailand. In addition, Tonle Sap forms part of the northeastern boundary between Siem Reap and Pursat. Its capital and largest city is Battambang.

Cambodia, officially the Kingdom of Cambodia, is a country located in the southern portion of the Indochina peninsula in Southeast Asia. It is 181,035 square kilometres in area, bordered by Thailand to the northwest, Laos to the northeast, Vietnam to the east and the Gulf of Thailand to the southwest. The head of government is the Prime Minister, currently Hun Sen, the longest serving non-royal leader in Southeast Asia, ruling Cambodia since 1985. In 802 AD, Jayavarman II declared himself king, uniting the warring Khmer princes of Chenla under the name "Kambuja". This marked the beginning of the Khmer Empire, which flourished for over 600 years, allowing successive kings to control and exert influence over much of Southeast Asia and accumulate immense power and wealth. The Indianised kingdom facilitated the spread of first Hinduism and then Buddhism to much of Southeast Asia and undertook many religious infrastructural projects throughout the region, including the construction of more than 1,000 temples and monuments in Angkor alone. Angkor Wat is the most famous of these structures and is designated as a World Heritage Site. After the fall of Angkor to Ayutthaya in the 15th century, a reduced and weakened Cambodia was then ruled as a vassal state by its neighbours. In 1863, Cambodia became a protectorate of France, which doubled the size of the country by reclaiming the north and west from Thailand.

Operation Phoutah was one of a series of offensive operations aimed at the vital Ho Chi Minh trail complex during the Second Indochina War. Staged by a Central Intelligence Agency-sponsored Royalist Laotian irregular regiment, Operation Phoutah was a defensive strike against an oncoming offensive from the 50,000 North Vietnamese troops safeguarding the major transshipment point centered on Tchepone, Laos. The Royalist objective was the capture and occupation of Moung Phalane, which was needed to continue staging guerrilla raids on the Trail. In this, Operation Phoutah failed.
