The Three Noes policy is a commitment made by South Korea to China to resolve the 2017 dispute over the deployment of the Terminal High Altitude Area Defense missile system in South Korea.

South Korea Republic in East Asia

South Korea, officially the Republic of Korea (ROK), is a country in East Asia, constituting the southern part of the Korean Peninsula and lying to the east of the Asian mainland. China, officially the People's Republic of China (PRC), is a country in East Asia and the world's most populous country, with a population of around 1.404 billion. Covering approximately 9,600,000 square kilometers (3,700,000 sq mi), it is the third- or fourth-largest country by total area. Governed by the Communist Party of China, the state exercises jurisdiction over 22 provinces, five autonomous regions, four direct-controlled municipalities, and the special administrative regions of Hong Kong and Macau.

Terminal High Altitude Area Defense US anti-ballistic missile system

Terminal High Altitude Area Defense (THAAD), formerly Theater High Altitude Area Defense, is an American anti-ballistic missile defense system designed to shoot down short-, medium-, and intermediate-range ballistic missiles in their terminal phase by intercepting with a hit-to-kill approach. THAAD was developed after the experience of Iraq's Scud missile attacks during the Gulf War in 1991. The THAAD interceptor carries no warhead, but relies on its kinetic energy of impact to destroy the incoming missile. A kinetic energy hit minimizes the risk of exploding conventional-warhead ballistic missiles, and the warhead of nuclear-tipped ballistic missiles will not detonate upon a kinetic-energy hit.

History

Background

China opposed the deployment of the Terminal High Altitude Area Defense missile system in South Korea, a response to the 2017–18 North Korea crisis, due to fears the TPY-2 radar could see into Chinese territory. In response, China started an wide-ranging unofficial boycott of South Korean companies, causing economic pain in Korea. [1]

The 2017–18 North Korean crisis was a period of heightened tension between North Korea and the United States throughout 2017 and half of 2018, which began when North Korea conducted a series of missile and nuclear tests that demonstrated the country's ability to launch ballistic missiles beyond its immediate region and suggested that North Korea's nuclear weapons capability was developing at a faster rate than had been assessed by the U.S. intelligence community.

TPY-2

The AN/TPY-2 Surveillance Transportable Radar, also called the Forward Based X-Band Transportable (FBX-T) is a long-range, very high-altitude active electronically scanned array surveillance radar designed to add a tier to existing missile and air defence systems. It possess a range of 2,900 miles which equals to 4,700 km. Made by Raytheon, it is the primary radar for the Terminal High Altitude Area Defense missile system, but also cues the AN/MPQ-53 radar of the MIM-104 Patriot system. Patriot PAC-3 is a lower-altitude missile and air defense system than THAAD.
