In the Incident Command System, a unified command is an authority structure in which the role of incident commander is shared by two or more individuals, each already having authority in a different responding agency. Unified command is one way to carry out command in which responding agencies and/or jurisdictions with responsibility for the incident share incident management.
A unified command may be needed for incidents involving multiple jurisdictions or agencies.
If a unified command is needed, incident commanders representing agencies or jurisdictions that share responsibility for the incident manage the response from a single incident command post. A unified command allows agencies with different legal, geographic, and functional authorities and responsibilities to work together effectively without affecting individual agency authority, responsibility, or accountability. Under a unified command, a single, coordinated incident action plan will direct all activities. The incident commanders will supervise a single command and general staff organization and speak with one voice.

The Goldwater–Nichols Department of Defense Reorganization Act of October 4, 1986 made the most sweeping changes to the United States Department of Defense since the department was established in the National Security Act of 1947 by reworking the command structure of the U.S. military. It increased the powers of the chairman of the Joint Chiefs of Staff and implemented some of the suggestions from the Packard Commission, commissioned by President Reagan in 1985. Among other changes, Goldwater–Nichols streamlined the military chain of command, which now runs from the president through the secretary of defense directly to combatant commanders, bypassing the service chiefs. The service chiefs were assigned to an advisory role to the president and the secretary of defense, and given the responsibility for training and equipping personnel for the unified combatant commands.

The program was established in March 2004, in response to Homeland Security Presidential Directive-5, issued by President George W. Bush. It is intended to facilitate coordination between all responders. The system has been revised once, in December 2008. NIMS is the common framework that integrates a wide range of capabilities to help achieve objectives.
The United States Northern Command (USNORTHCOM) is one of eleven unified combatant commands of the United States Department of Defense. A unified combatant command, also referred to as a combatant command (CCMD), is a joint military command of the United States Department of Defense that is composed of units from two or more service branches of the United States Armed Forces, and conducts broad and continuing missions. There are currently 11 unified combatant commands, and each is established as the highest echelon of military commands, in order to provide effective command and control of all U.S. military forces, regardless of branch of service, during peace or during war time. Unified combatant commands are organized either on a geographical basis or on a functional basis, e.g., special operations, force projection, transport, and cybersecurity. Currently, seven combatant commands are designated as geographical, and four are designated as functional. Unified combatant commands are "joint" commands and have specific badges denoting their affiliation.

Its developers based the system on the United States' Incident Command System (ICS) - developed in the 1970s - and on other countries' adaptations of ICS, such as Australia's Australasian Inter-Service Incident Management System (AIIMS).
The Incident Commander is the person responsible for all aspects of an emergency response; including quickly developing incident objectives, managing all incident operations, application of resources as well as responsibility for all persons involved. The Incident Commander sets priorities and defines the organization of the incident response teams and the overall incident action plan. The role of Incident Commander may be assumed by senior or higher qualified officers upon their arrival or as the situation dictates. In Australia, the Australasian Inter-Service Incident Management System (AIIMS) is the nationally recognised system of incident management for the nation's fire and emergency service agencies. Organisational principles and structure are used to manage bushfires and other large emergencies utilising the all agencies approach. AIIMS was first developed by the Forests Commission Victoria (FCV) in wake of the Ash Wednesday Bushfires in 1983 as a derivative of the United States’ NIMS, and is based on the principles of management by objectives, functional management, common terminology and limits to the span of control. Area of responsibility (AOR) is a pre-defined geographic region assigned to Combatant commanders of the Unified Command Plan (UCP), that are used to define an area with specific geographic boundaries where they have the authority to plan and conduct operations; for which a force, or component commander bears a certain responsibility. The term may also be used in other countries worldwide but it originated within the United States Armed Forces. This system is designed to allow a single commander to exercise command and control of all military forces in the AOR, regardless of their branch of service.
A Sector is a shore-based operational unit of the United States Coast Guard. Each Sector is responsible for the execution of all Coast Guard missions within its Area of Responsibility (AOR), with operational support from Coast Guard Cutters and Air Stations. Subordinate commands within a Sector typically include Stations and Aids-to-Navigation (ATON) Teams. Some Sector commands also have subordinate units such as Sector Field Offices and Marine Safety Units that are responsible for mission execution in parts of the Sector's AOR. A mass casualty incident describes an incident in which emergency medical services resources, such as personnel and equipment, are overwhelmed by the number and severity of casualties. For example, an incident where a two-person crew is responding to a motor vehicle collision with three severely injured people could be considered a mass casualty incident. The general public more commonly recognizes events such as building collapses, train and bus collisions, plane crashes, earthquakes and other large-scale emergencies as mass casualty incidents. Events such as the Oklahoma City bombing in 1995, the September 11 attacks in 2001, and the Boston Marathon bombing in 2013 are well-publicized examples of mass casualty incidents. The most common types of MCIs are generally caused by terrorism, mass-transportation accidents, fires or natural disasters. A multiple casualty incident is one in which there are multiple casualties. The key difference from a mass casualty incident is that in a multiple casualty incident the resources available are sufficient to manage the needs of the victims. The issue of resource availability is therefore critical to the understanding of these concepts. One crosses over from a multiple to a mass casualty incident when resources are exceeded and the systems are overwhelmed.
