São Jorge is an island in the central group of the Azores archipelago and part of the autonomous region of Portugal. The Vela incident was an unidentified double flash of light detected by an American Vela Hotel satellite on 22 September 1979 near the South African territory of Prince Edward Islands in the Indian Ocean, roughly midway between Africa and Antarctica. Today, most independent researchers believe that the flash was caused by a nuclear explosion – an undeclared joint nuclear test carried out by South Africa and Israel.

Filemón Bartolomé Vela Jr. is an American lawyer and politician who served as the U.S. representative for Texas's 34th congressional district from 2013 until his resignation in 2022. He is a member of the Democratic Party. Vela was also vice chair of the Democratic National Committee, having been nominated by President Joe Biden. In March 2022, Vela announced that he would resign early from the House to work at a law firm. His resignation went into effect on March 31.
