Human resources (HR) refer to the population with the necessary capabilities needed to develop economic and social enterprise in a country or region, and was introduced by Dave Ulrich. Another narrower concept is the general term for the education, abilities, skills, experience that people in an organization possess over a certain period that can be used by the enterprise and contribute to value creation. That is, the capabilities (resources) of the personnel required to organize an independent business group. Similar terms include manpower, labor, personnel, associates or simply: people.
