Scioto County is a county located along the Ohio River in the south central region of the U.S. state of Ohio. At the 2020 census, the population was 74,008. Its county seat is Portsmouth. The county was founded on March 24, 1804, from Adams County and is named for a Native American word referring to deer or deer-hunting. Scioto County comprises the Portsmouth, OH Micropolitan Statistical Area. It is located at the confluence of the Scioto and Ohio rivers.

Portsmouth is a city in and the county seat of Scioto County, Ohio, United States. Located in southern Ohio 41 miles (66 km) south of Chillicothe, it lies on the north bank of the Ohio River, across from Kentucky, just east of the mouth of the Scioto River. The population was 18,252 at the 2020 census. It is the principal city of the Portsmouth micropolitan area.
The Pickaway Correctional Institution is a state prison located in Scioto Township, Pickaway County, just outside Orient, Ohio, United States which mostly houses minimum and medium security inmates. PCI was opened as a prison in 1984 after the buildings which formerly housed a facility for Ohio Department of Developmental Disabilities had been closed.

The Southern Ohio Correctional Facility is a maximum security prison located just outside Lucasville in Scioto County, Ohio. The prison was constructed in 1972. As of 2022, the warden is Donald Redwood.
Franklinton is a neighborhood in Columbus, Ohio, just west of its downtown. Settled in 1797, Franklinton is the first American settlement in Franklin County, and was the county seat until 1824. As the city of Columbus grew, the city annexed and incorporated the existing settlement in 1859. Franklinton is bordered by the Scioto River on the north and east, Harmon Avenue on the east, Stimmel Road and Greenlawn Avenue on the south, and Interstate 70 on the west. Its main thoroughfare is West Broad Street, one of the city's two main roads.
State Route 728 is a short east–west state highway situated in south-central Ohio. At a length of just under 2 miles (3.2 km), the state highway is a spur route that provides access to the Southern Ohio Correctional Facility. The western terminus of SR 728 is at a signalized intersection with U.S. Route 23 (US 23) in Lucasville that doubles as the eastern terminus of SR 348. Its eastern terminus is just east of the Southern Ohio Correctional Facility, at the intersection of Lucasville-Minford Road and Lang Lane (CR 180).

The Mohican Juvenile Correctional Facility of the Ohio Department of Youth Services was closed in May 2010.

Chillicothe Correction Institution, or CCI, is a state-run medium security prison on the west bank of the Scioto River just outside Chillicothe, Ohio. It is located adjacent to Ross Correctional Institution and Hopewell Culture National Historical Park. The prison is a former military camp, named for Civil War general William Tecumseh Sherman. It later became a federal penitentiary and has housed several high-profile prisoners including Charles Manson in 1952, bootlegger and future NASCAR driver Junior Johnson, and serial killer Anthony Sowell.
Indian River High School is a high school in Massillon, Ohio. It is a part of the Indian River Juvenile Correctional Facility. All youth prisoners who do not have a high school degree are required to participate in the educational program. It takes in young men from the age of 12 to the age of 21. They were awarded an accreditation from the American Correctional Association in 1998.
