The Kurdistan Workers' Party or PKK is a Kurdish militant political organization and armed guerrilla movement which historically operated throughout Kurdistan but is now primarily based in the mountainous Kurdish-majority regions of southeastern Turkey and northern Iraq. Since 1984, the PKK has utilized asymmetric warfare in the Kurdish–Turkish conflict. The 1971 Turkish military memorandum, issued on 12 March that year, was the second military intervention to take place in the Republic of Turkey, coming 11 years after its 1960 predecessor. It is known as the "coup by memorandum", which the military delivered in lieu of sending out tanks, as it had done previously.
