Huai'an, formerly Huaiyin, is a prefecture-level city in central Jiangsu Province in Eastern China. As of 2020, the built-up area (metro) of its 3 central urban districts had 2,544,767 inhabitants and the prefecture-level city as a whole had 4,556,230 inhabitants, down from 4.8 million in 2010.
The 28 Bolsheviks were a faction in the early Chinese Communist Party (CCP). The faction was formed among Chinese Communists studying at the Sun Yat-sen University in Moscow during the late 1920s and early 1930s. They received their nickname because of their strong support for the orthodox political positions advocated by Joseph Stalin and Pavel Mif. The leaders of the faction included Wang Ming, Bo Gu, Luo Fu, He Zishu, Wang Jiaxiang, and Shen Zemin. Sun Yat-sen University closed in 1930 and the students made their way back to China.
Wan Li was a Chinese Communist revolutionary and politician. During a long administrative career in the People's Republic of China, he served successively as Vice Premier, Chairman of the Standing Committee of the National People's Congress (NPC), and a member of the Chinese Communist Party (CCP) Secretariat and its Politburo. Wan joined the Chinese Communist Party in 1936 and led revolutionary and wartime resistance activities in his native Shandong province. After the founding of the communist state in 1949, Wan served in a series of government ministries, then worked as a member of the municipal leadership in Beijing. He was purged during the Cultural Revolution, but was eventually rehabilitated and returned to work as party chief of Anhui province, where he led the implementation of successful agrarian reforms centered on the household-responsibility system. In the 1980s, Wan became one of the leading moderate reformers in China's top leadership, advocating for constitutional reforms, the strengthening of legislative institutions, and the abolition of 'lifelong-terms' of top political leaders. He was named head of the national legislature in 1988. He retired in 1993.

Li Desheng was a general in the Chinese People's Liberation Army. He was born in Xin County, Henan, China, an area now known as the "Cradle of Generals" for the large number of senior military officers born in the region. He joined the Chinese Workers' and Peasants' Red Army at the age of 14, in 1930, the Communist Youth League in 1931, and the Chinese Communist Party a year later. He attained the rank of major general in 1955, and general in 1988. The patterns of Li's advancement suggest that he was mentored by Chen Xilian, and that he was closely aligned with You Taizhong. Li Desheng served on the Politburo of the Chinese Communist Party from 1969–1985, one of the most turbulent periods of the People's Republic. He died in Beijing on 8 May 2011.

Previously Liu have served as the party chief of the Guangxi Zhuang Autonomous Region and Sichuan province. He also served as one of the vice chairman of 13th Chinese People's Political Consultative Conference between 2018 and 2023.
