Agriculture in Concert with the Environment

Agriculture in Concert with the Environment (ACE) is a program of the United States Environmental Protection Agency (EPA), administered cooperatively with United States Department of Agriculture's Sustainable Agriculture Research and Education (SARE) program, to fund research projects that reduce the risk of pollution from pesticides and soluble fertilizers.

The Environmental Protection Agency (EPA) is an independent agency of the United States federal government for environmental protection. President Richard Nixon proposed the establishment of EPA on July 9, 1970 and it began operation on December 2, 1970, after Nixon signed an executive order. The order establishing the EPA was ratified by committee hearings in the House and Senate. The agency is led by its Administrator, who is appointed by the President and approved by Congress. The current Administrator is former Deputy Administrator Andrew R. Wheeler, who had been acting administrator since July 2018. The EPA is not a Cabinet department, but the Administrator is normally given cabinet rank.

Sustainable Agriculture Research and Education

Sustainable Agriculture Research and Education or (SARE) is a competitive grant program established by the USDA agency, the Cooperative State Research, Education, and Extension Service. The program is subdivided into regional areas, each with their own leadership. The purpose of SARE is to promote research and education on sustainable agriculture practices and ensure the economic viability of the agricultural industry in the United States for future generations.

Origins

In 1991, the EPA partnered with the USDA through the Low-Input Sustainable Agriculture Program (LISA), now referred to as the SARE, and allotted a budget of $1,000,000 to the program. The LISA program pledged to match funds received from the EPA dollar for dollar each year. [1]

Agriculture is the science and art of cultivating plants and livestock. Agriculture was the key development in the rise of sedentary human civilization, whereby farming of domesticated species created food surpluses that enabled people to live in cities. The most common of these are herbicides which account for approximately 80% of all pesticide use. The Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) is a United States federal law that set up the basic U.S. system of pesticide regulation to protect applicators, consumers, and the environment. It is administered and regulated by the United States Environmental Protection Agency (EPA) and the appropriate environmental agencies of the respective states. FIFRA has undergone several important amendments since its inception. Nonpoint source pollution

Nonpoint source (NPS) pollution is a term used to describe pollution resulting from many diffuse sources, in direct contrast to point source pollution which results from a single source. Nonpoint source pollution generally results from land runoff, precipitation, atmospheric deposition, drainage, seepage, or hydrological modification where tracing pollution back to a single source is difficult.

Surface runoff is the flow of water that occurs when excess stormwater, meltwater, or other sources flows over the Earth's surface. This might occur because soil is saturated to full capacity, because rain arrives more quickly than soil can absorb it, or because impervious areas send their runoff to surrounding soil that cannot absorb all of it. Surface runoff is a major component of the water cycle. It is the primary agent in soil erosion by water.

Reorganization Plan No. 3

Reorganization Plan No. 3 was a presidential directive submitted to the United States Congress on July 9, 1970 by President Richard Nixon establishing the Environmental Protection Agency (EPA) and setting forth the components of the National Oceanic and Atmospheric Administration (NOAA). The order consolidated components from different Federal agencies to form the EPA, "a strong, independent agency" that would establish and enforce federal environmental protection laws. Unlike other agencies such as OSHA, the EPA was not established by a single enabling act of Congress.

Food Quality Protection Act

The Food Quality Protection Act (FQPA), or H.R.1627, was passed unanimously by Congress in 1996 and was signed into law by President Bill Clinton on August 3, 1996. The FQPA standardized the way the Environmental Protection Agency (EPA) would manage the use of pesticides and amended the Federal Insecticide, Fungicide, and Rodenticide Act and the Federal Food Drug and Cosmetic Act. It mandated a health-based standard for pesticides used in foods, provided special protections for babies and infants, streamlined the approval of safe pesticides, established incentives for the creation of safer pesticides, and required that pesticide registrations remain current.

Pesticides in the United States are used predominantly by the agricultural sector, but approximately a quarter of them are used in houses, yards, parks, golf courses, and swimming pools.

Agricultural pollution

Agricultural pollution refers to biotic and abiotic byproducts of farming practices that result in contamination or degradation of the environment and surrounding ecosystems, and/or cause injury to humans and their economic interests. The pollution may come from a variety of sources, ranging from point source water pollution to more diffuse, landscape-level causes, also known as non-point source pollution. Management practices play a crucial role in the amount and impact of these pollutants. Management techniques range from animal management and housing to the spread of pesticides and fertilizers in global agricultural practices.

The Sustainable Agriculture Research and Education (SARE)'Program is a US based competitive grants and education program administered through the United States Department of Agriculture’s (USDA) National Institute of Food and Agriculture (NIFA), and run by four regional councils that set policy and make grants. The four regions, North Central, Northeast, South and West, are each guided by a volunteer Administrative Council that sets regional priorities. These councils include farmers and ranchers, representatives from universities, government, agribusiness and nonprofit organizations. Since 1988, SARE has invested around $200 million in more than 5,000 initiatives. New York has had the most funded SARE projects, followed by Pennsylvania, Minnesota, and Wisconsin. Every US state has had at least 10 SARE grants since the program's inception.

The United States Environmental Protection Agency (EPA) was established in July 1970 when the White House and the United States Congress came together due to the public's demand for cleaner natural resources. The purpose of the EPA is to repair the damage done to the environment and to set up new criteria to allow Americans to make a clean environment a reality. The ultimate goal of the EPA is to protect human health and the environment.

The California Department of Pesticide Regulation, also known as DPR or CDPR, is one of six boards and departments of the California Environmental Protection Agency (Cal/EPA).

Nonpoint source (NPS) water pollution regulations are environmental regulations that restrict or limit water pollution from diffuse or nonpoint effluent sources such as polluted runoff from agricultural areas in a river catchments or wind-borne debris blowing out to sea. In the United States, governments have taken a number of legal and regulatory approaches to controlling NPS effluent. Nonpoint water pollution sources include, for example, leakage from underground storage tanks, storm water runoff, atmospheric deposition of contaminants, and golf course, agricultural, and forestry runoff. Nonpoint sources are the most significant single source of water pollution in the United States, accounting for almost half of all water pollution, and agricultural runoff is the single largest source of nonpoint source water pollution. This water pollution has a number of detrimental effects on human health and the environment. Unlike point source pollution, nonpoint source pollution arises from numerous and diverse sources, making identification, monitoring, and regulation more complex.

Pesticide regulation in the United States

Pesticide regulation in the United States is primarily a responsibility of the Environmental Protection Agency.

Groundwater pollution, also referred to as groundwater contamination, is not as easily classified as surface water pollution. Groundwater aquifers are susceptible to contamination from sources that may not directly affect surface water bodies.
