Juan Ponce Enrile was a representative of the Province of Cagayan in the Interim Batasan Pambansa and drafted the Charter of the Cagayan State University. It was signed into law as Presidential Decree No. 1436 by President Ferdinand E. Marcos on June 11, 1978.[1] The Charter was amended in 1997 with provisions on the composition, powers and selection of the members of the governing board.[2]
The charter of Cagayan State University consolidated existing post-secondary institutions, converting them into a single legal entity. This explains the present constellation of campuses of Cagayan State University: Andrews (Caritan), Piat, Lasam, Lallo, Aparri, Sanchez Mira, and Gonzaga. When the university commenced operations, a site in Carig was developed, to which the central administration of the university would later transfer from Caritan. This site has evolved, by board consent, into the Carig Campus, although the Central Administration has since returned to the Andrews Campus at Caritan.
The university was formed from pre-existing institutions that were mainly agricultural and technical. Presidential Decree No. 1436 stated that the university was to provide "better service in professional and technical training in the arts, sciences, humanities, and technology and the conduct of scientific research and technological studies". This meant that the university was not to be an agricultural, fisheries, or technological university but a "comprehensive university" as defined in the academic world.
Dr. Manuel Corpus and Dr. Joselito Jara were the first university officials, headed by Dr. Manuel Corpus from the University of the Philippines and Dr. Joselito Jara from the University of Maryland. The officials of pre-existing colleges that were consolidated into the university were designated "Campus Deans" and continued to supervise their respective campuses.
The Board of Regents authorized the opening of a College of Medicine, the first in the region, and an agreement with the Cagayan Valley Regional Hospital to make it the training hospital. The first dean was Dr. Gilberto Gamez, a nationally recognized neurologist-psychologist from the Faculty of Medicine and Surgery of the University of Santo Tomas.
The National Economic and Development Authority (NEDA) has identified priority courses for the region, and CSU has always offered degree programs in the "hard sciences" such as mathematics, physics, chemistry, and biology. However, these programs have not been popular, but CSU now has a competent and highly credible corps of professors in these disciplines.
Dr. Armando Cortes, then Campus Dean of the Aparri Campus, succeeded Dr. Manuel Corpus as University President. The Bureau of Higher Education, under the Department of Education, Culture, and Sports, oversaw state universities and colleges. Prof. Monserrat Babaran was the Vice President for Academic Affairs, and together they devised a classification and promotion scheme that would later be adopted as a National Compensation Circular.
Fr. Ranhilio Aquino was appointed vice president for academic affairs at the University of Santo Tomas. He supervised the accreditation of different programs at CSU with the Accrediting Agency of Chartered Colleges and Universities of the Philippines and instituted a system for the re-training and "re-tooling" of professors of agriculture and fisheries who no longer had enough students to teach. Some programs of the university were awarded Center of Excellence status; others were awarded Center of Development status and higher levels of accreditation.
The Board of Regents authorized the operation of a College of Law, offering the Bachelor of Laws degree, in Tuguegarao City, Cagayan.
The College of Medicine earned recognition as the 10th leading school of medicine in the Philippines due to its creditable performance in the licensure examination. Quality medical education was available at a low cost, and the Graduate School was recognized and respected. Law flourished under the deanship of Attorney Leticia Aquino, who boosted bar passing levels and obtained authority from the Legal Education Board to offer the degree of Juris Doctor.
Dr. Roger Perez was appointed as the next university president and immediately set himself to work on giving the Andrews Campus a much-needed facelift. The Administration Building was built to be reminiscent of the Acropolis and the quadrangle, appropriately called the "Athena Quadrangle". Several steps were taken to rationalize campus resources and improve productivity. President Gloria Macapagal Arroyo graced the inauguration ceremonies of the new buildings, and the descendants of Claude Andrews were present at the dedication rite. President Perez introduced the Zero-Tuition Fee scheme, and many additional academic programs were offered at the university.
Dr. Romeo Quilang assumed the presidency of Isabela State University after Dr. Perez's term. During this administration, efforts were made to revive links with the Accreditation Agency of Chartered Colleges and Universities in the Philippines (AACCUP) and return the university's program to the accreditation system. The university also submitted itself to ISO certification and was awarded certified status by Intertek.

Throughout Cagayan State University's campuses this academic year, there have been improvements and infrastructural advancements. A sequence of "circa 50" buildings embodying the university slogan "Educating for the Best" is nearing completion.
CSU Andrews is the university's "show window" and is undergoing substantial renovations.
CSU has made architectural upgrades to inspire better expectations among its underprivileged students, including new buildings and comfort rooms on all campuses.
These improvements aim to provide a conducive learning environment for all students, regardless of their socio-economic background. Additionally, the addition of modern facilities and amenities reflects CSU's commitment to continuously enhance the overall educational experience for its students.
Electronic Library
The subscription to Academic OneFile for its E-Library allowed the institution to provide its students and faculty with access to a vast array of academic resources and research materials. This service greatly enhanced the institution's ability to support scholarly pursuits and stay at the forefront of educational technology.
Students
The university's Mass Communication program is a critical institution, responsible for creating radio and television shows that expose the public to the university's activities and offer frequent updates about the university. It was founded by Dr. Roger Matalang and has become one of the university's most prestigious programs.
On its nine campuses, the university has a population of 32,000 people. It is unique in that students pay fiduciary fees of two to three thousand pesos every semester for specified reasons such as a library, laboratory facilities, and infrastructure development rather than tuition costs. Furthermore, the institution provides WiFi access and an e-library to all students and instructors, on and off campus.
It has acquired speech laboratories as well as engineering laboratories on the Andrews, Carig, and Aparri campuses.

Culture, sports and traditions
Tuguegarao Campuses is the only university in the Philippines with its own system of jeepney and tricycle transportation.
The Cagayan State University Chorale Ensemble has performed in Malaysia, Macau, Busan City, and Rome, and has also performed with the University of Santo Tomas Symphony Orchestra. Fr. Aquino is the vice president for academic affairs.
The Athena Dance Troupe and the Athena Rondalla, led by Dr. Chita Ramos, have gained popularity and are often invited for performances featuring indigenous Filipino and regional dances and music.
Dr. Shamon Abraham is the University Director of Culture and the Arts at Tanghalang CSU, a former Filipino who was previously a cultural director at the University of Saint Louis.

The CSU Maroons are the official sports team representing CSU in various athletic competitions. As a member of PASUC and SCUAA, CSU actively engages in these events to showcase the skills and talents of its athletes.
