The European environmental research and innovation policy is a set of strategies, actions and programmes to promote more and better research and innovation for building a resource-efficient and climate resilient society and economy in sync with the natural environment. It is based on the Europe 2020 strategy for a smart, sustainable and inclusive economy and it realises the European Research Area (ERA) and Innovation Union in the field of environment. The aim of the European environmental research and innovation policy is to contribute to a transformative agenda for Europe in the coming years, where the quality of life of the citizens and the environment are steadily improved, in sync with the competitiveness of businesses, the societal inclusion and the management of resources.

Climate Statistics of weather conditions in a given region over long periods

Climate is the statistics of weather over long periods of time. It is measured by assessing the patterns of variation in temperature, humidity, atmospheric pressure, wind, precipitation, atmospheric particle count and other meteorological variables in a given region over long periods of time. Climate differs from weather, in that weather only describes the short-term conditions of these variables in a given region.

Natural environment All living and non-living things occurring naturally, generally on Earth

The natural environment encompasses all living and non-living things occurring naturally, meaning in this case not artificial. The term is most often applied to the Earth or some parts of Earth. This environment encompasses the interaction of all living species, climate, weather and natural resources that affect human survival and economic activity. The concept of the natural environment can be distinguished as components:

Europe 2020 is a 10-year strategy proposed by the European Commission on 3 March 2010 for advancement of the economy of the European Union. It aims at "smart, sustainable, inclusive growth" with greater coordination of national and European policy. It follows the Lisbon Strategy for the period 2000–2010.

Main features

The European environmental research and innovation policy has a multidisciplinary character and involve efforts across many different sectors to provide safe, economically feasible, environmentally sound and socially acceptable solutions along the entire value chain of human activities. To reduce resource use and environmental impacts whilst increasing competitiveness requires a decisive societal and technological transition to an economy based on a sustainable relationship between nature and human well-being. The availability of sufficient raw materials is addressed as well as the creation of opportunities for growth and new jobs. Innovative options are developed in policies ranging across science, technology, economy, regulations, society and citizens’ behavior, and governance. Research and innovation activities improve the understanding and forecasting of climate and environmental change in a systemic and cross-sectoral perspective, reduce uncertainties, identify and assess vulnerabilities, risks, costs, mitigation measures and opportunities, as well as expand the range and improve the effectiveness of societal and policy responses and solutions.

A value chain is a set of activities that a firm operating in a specific industry performs in order to deliver a valuable product or service for the market. The concept comes through business management and was first described by Michael Porter in his 1985 best-seller, Competitive Advantage: Creating and Sustaining Superior Performance.

The idea of the value chain is based on the process view of organizations, the idea of seeing a manufacturing organization as a system, made up of subsystems each with inputs, transformation processes and outputs. Inputs, transformation processes, and outputs involve the acquisition and consumption of resources – money, labour, materials, equipment, buildings, land, administration and management. How value chain activities are carried out determines costs and affects profits.

International context

The European environmental research and innovation policy is placed in the context of the process at the United Nations to develop a set of Sustainable Development Goals (SDGs) that were agreed at the Rio+20 Conference on Sustainable development in 2012 and that will be integrated into the United Nations development agenda beyond 2015. These goals will succeed the Millennium Development Goals and will be universally applicable to all Nations, hence also to the European Union and its Member States.

United Nations Intergovernmental organization

The United Nations (UN) is an intergovernmental organization that was tasked to maintain international peace and security, develop friendly relations among nations, achieve international co-operation and be a centre for harmonizing the actions of nations. The headquarters of the UN is in Manhattan, New York City, and is subject to extraterritoriality. Further main offices are situated in Geneva, Nairobi, and Vienna. The organization is financed by assessed and voluntary contributions from its member states. Its objectives include maintaining international peace and security, protecting human rights, delivering humanitarian aid, promoting sustainable development and upholding international law. The UN is the largest, most familiar, most internationally represented and most powerful intergovernmental organization in the world. In 24 October 1945, at the end of World War II, the organization was established with the aim of preventing future wars. At its founding, the UN had 51 member states; there are now 193. The UN is the successor of the ineffective League of Nations.

Sustainable Development Goals set of 17 global development goals defined by the United Nations for the year 2030

The Sustainable Development Goals (SDGs) are a collection of 17 global goals set by the United Nations General Assembly in 2015 for the year 2030. The SDGs are part of Resolution 70/1 of the United Nations General Assembly: "Transforming our World: the 2030 Agenda for Sustainable Development". That has been shortened to "2030 Agenda".

United Nations Conference on Sustainable Development June 2012 UN conference in Rio de Janeiro, Brazil

The United Nations Conference on Sustainable Development (UNCSD), also known as Rio 2012, Rio+20, or Earth Summit 2012 was the third international conference on sustainable development aimed at reconciling the economic and environmental goals of the global community. Hosted by Brazil in Rio de Janeiro from 13 to 22 June 2012, Rio+20 was a 20-year follow-up to the 1992 United Nations Conference on Environment and Development (UNCED) held in the same city, and the 10th anniversary of the 2002 World Summit on Sustainable Development (WSSD) in Johannesburg.

Implementation through Framework Programmes

The implementation of the European environmental research and innovation policy relies on a systemic approach to innovation for a system-wide transformation. For large extent, it is carried out through the Framework Programmes for Research and Technological Development.

The current Framework Programme is called Horizon 2020 and environmental research and innovation is envisaged across the entire programme with an interdisciplinary approach. Current price estimates suggest that more than 6,5 € billion per year could be made available for activities related to sustainable development during the duration of Horizon 2020, addressing both research and innovation differently from previous FPs. [1] Horizon 2020 is open to cooperation with researchers and innovators world-wide in order to foster co-design and co-creation of solutions that may have a global impact.

Environmental policy the totality of the government efforts to promoting the protection of the natural environment

Environmental policy is the commitment of an organization or government to the laws, regulations, and other policy mechanisms concerning environmental issues. These issues generally include air and water pollution, waste management, ecosystem management, maintenance of biodiversity, the protection of natural resources, wildlife and endangered species. Concerning environmental policy, the importance of implementation of an eco-energy-oriented policy at a global level to address the issues of global warming and climate changes should be accentuated. Policies concerning energy or regulation of toxic substances including pesticides and many types of industrial waste are part of the topic of environmental policy. This policy can be deliberately taken to direct and oversee human activities and thereby prevent harmful effects on the biophysical environment and natural resources, as well as to make sure that changes in the environment do not have harmful effects on humans.

The Framework Programmes for Research and Technological Development, also called Framework Programmes or abbreviated FP1 to FP7 with "FP8" being named "Horizon 2020", are funding programmes created by the European Union/European Commission to support and foster research in the European Research Area (ERA). The specific objectives and actions vary between funding periods. In FP6 and FP7 focus was still in technological research, in Horizon 2020 the focus is in innovation, delivering economic growth faster and delivering solutions to end users that are often governmental agencies.

Collaborating Centre on Sustainable Consumption and Production

The Collaborating Centre on Sustainable Consumption and Production is a non-profit limited liability. It was jointly founded by the Wuppertal Institute for Climate, Environment and Energy and the United Nations Environment Programme (UNEP) in 2005 to establish an internationally visible institution for scientific research, outreach and transfer activities on sustainable consumption and production (SCP). The Centre contributes to the Plan of Implementation agreed at the World Summit on Sustainable Development in 2002 to promote sustainable patterns of consumption and production (SCP).

Governance includes government, business and civil society, and emphasizes whole system management. To capture this diverse range of elements, environmental governance often employs alternative systems of governance, for example watershed-based management.

Circular economy regenerative system in which resource input and waste, emission, and energy leakage, are minimised

A circular economy is an economic system aimed at minimising waste and making the most of resources. This regenerative approach is in contrast to the traditional linear economy, which has a 'take, make, dispose' model of production. In a circular system resource input and waste, emission, and energy leakage are minimized by slowing, closing, and narrowing energy and material loops; this can be achieved through long-lasting design, maintenance, repair, reuse, remanufacturing, refurbishing, and recycling, all implemented via corporate and social entrepreneurship. Proponents of the circular economy suggest that a sustainable world does not mean a drop in the quality of life for consumers, and can be achieved without loss of revenue or extra costs for manufacturers. The argument is that circular business models can be as profitable as linear models, allowing us to keep enjoying similar products and services.

Transition management is a governance approach that aims to facilitate and accelerate sustainability transitions through a participatory process of visioning, learning and experimenting. In its application, transition management seeks to bring together multiple viewpoints and multiple approaches in a 'transition arena'. Participants are invited to structure their shared problems with the current system and develop shared visions and goals which are then tested for practicality through the use of experimentation, learning and reflexivity. The model is often discussed in reference to sustainable development and the possible use of the model as a method for change.

The environmental sustainability problem has proven difficult to solve. The modern environmental movement has attempted to solve the problem in a large variety of ways. But little progress has been made, as shown by severe ecological footprint overshoot and lack of sufficient progress on the climate change problem. Something within the human system is preventing change to a sustainable mode of behavior. That system trait is systemic change resistance. Change resistance is also known as organizational resistance, barriers to change, or policy resistance.

The Grantham Institute - Climate Change and Environment is one of five Global Institutes at Imperial College London and one of three Grantham sponsored centres in the UK. The Institute was founded in 2007 with a £12m donation from the Grantham Foundation for the Protection of the Environment, an organisation set up by Hannelore and Jeremy Grantham.

World Resources Forum

The World Resources Forum (WRF) is a non-profit organisation for sharing knowledge about the economic, political, social and environmental implications of global resource use. WRF promotes resource productivity among researchers, policymakers, business, NGOs and the public. In addition to organizing international and regional conferences, the WRF Secretariat coordinates multistakeholder dialogue projects, amongst others the Sustainable Recycling Initiative (SRI) as well as the H2020 project Towards a World Forum on Raw Materials (FORAM). The European Union (EU) is considered by some to have the most extensive environmental laws of any international organisation. Its environmental policy is significantly intertwined with other international and national environmental policies. The environmental legislation of the European Union also has significant effects on those of its member states. The European Union's environmental legislation addresses issues such as acid rain, the thinning of the ozone layer, air quality, noise pollution, waste and water pollution, and sustainable energy. The Institute for European Environmental Policy estimates the body of EU environmental law amounts to well over 500 Directives, Regulations and Decisions.

Nature-based solutions (NBS) refers to the sustainable management and use of nature for tackling socio-environmental challenges. The challenges include issues such as climate change, water security, water pollution, food security, human health, and disaster risk management.
