The Cooperative was organized in 1939 and the first power lines were energized in June 1940.
The Cooperative serves portions of seven counties in the state of Arkansas, in a territory generally located in north central Arkansas.
Currently (as of September 2005) the Cooperative has more than 4,500 miles of distribution lines, 25 substations and services 33,000 accounts. It considers itself the fifth-largest rural electric cooperative in Arkansas.
The Southwestern Power Administration (Southwestern) is an agency of the U.S. Department of Energy. Southwestern's mission was established by Section 5 of the Flood Control Act of 1944. The agency is a power marketing administration responsible for marketing the hydroelectric power produced at 24 United States Army Corps of Engineers multipurpose dams. By law, the power and associated energy are marketed to publicly held entities such as rural electric cooperatives and municipal utilities. Southwestern has over one hundred such "preference" customers which ultimately serve over 8 million end use customers.

Central Power Electric Cooperative is a North Dakota-based electrical generation and transmission cooperative founded in 1949 and which is based in Minot, North Dakota. Central Power purchases power from Basin Electric Power Cooperative to serve its six member rural electric cooperatives. It also built the William J. Neal Station near Voltaire, ND in 1951 to meet its members' needs, with the power being delivered over the lines of the Otter Tail Power Company. When Central Power joined Basin Electric, Neal Station was transferred to Basin as a condition of membership. In its later years, Neal Station was modified to burn sunflower seed hulls in addition to lignite coal, but had been decommissioned and removed by the early 2000s.

The cooperative was organized April 26, 1937, as the first electric cooperative in Arkansas under the federal Rural Electrification Act of 1935. The cooperative energized its first lines April 15, 1938, near Jacksonville with three employees and 150 members.
