The Academy of Scientific and Innovative Research (AcSIR) is an Indian institute of national importance, headquartered at the CSIR-Human Resource Development Centre Campus, Ghaziabad, Uttar Pradesh. The institute was established for the purpose of granting doctoral and post-doctoral degrees. [2]

The establishment of the academy allowed for a centralised institution to manage this research and was enabled by legislation of the Lok Sabha in 2010. [2] This same legislation labelled the Academy as an "Institute of National Importance". [2]

The academy was established in 2010 by a resolution of the Government of India on 17 June 2010 [3] and the Academy of Scientific and Innovative Research Act, 2011 notified on 3 April 2012, as an 'Institution of National Importance', with an aim of furtherance of advancement of learning and research in the fields of science and technology and their interfaces in association with Council of Scientific and Industrial Research. [4]

The Council for Scientific and Industrial Research (CSIR) was established by NLC Decree 293 of October 10, 1968 amended by NLCD 329 of 1969, and re-established in its present form by CSIR Act 521 on November 26, 1996. The genesis of the council however, dates back to the erstwhile National Research Council (NRC), which was established by the government in August 1958 to organize and coordinate scientific research in Ghana. In 1963, the NRC merged with the former Ghana Academy of Sciences, a statutory learned society. Following a review in 1966, the academy was reconstituted into, essentially, its original component bodies, namely a national research organization redesignated the CSIR and a learned Society, designated the Ghana Academy of Arts and Sciences.

Alla Venkata Rama Rao is an Indian inventor and chemist, known for his pioneering researches in the field of drug technology. He is the founder of the A. V. Rama Rao Research Foundation, a non governmental organization promoting research and doctoral studies in chemistry and Avra Laboratories, an organization dealing in intermediates and active pharmaceutical ingredients, used in therapeutics. An elected fellow of the Indian National Science Academy, Indian Academy of Sciences, National Academy of Sciences, India, and Third World Academy of Sciences (TWAS), Rama Rao is a recipient of several awards such as TWAS Technology Award, VASVIK Industrial Research Award and Om Prakash Bhasin Award. The Government of India awarded him Padma Shri in 1991 and Padma Bhushan in 2016.

Vishweshwaraiah Prakash is an Indian structural biologist, food technologist and a former director-general designate of the Council of Scientific and Industrial Research (CSIR). He is a former director of the Central Food Technological Research Institute (CFTRI), Mysore and was involved with the International Union of Food Science and Technology as the chairman of its International Academy during 2008-10. He received the Shanti Swarup Bhatnagar Prize, the highest Indian award in the science and technology category in 1996. The Government of India awarded him the fourth highest civilian honour of the Padma Shri in 2004,

Sushil Kumar was an Indian geneticist and academic, known for his Plant and microbial genetical genomics, especially the studies on Escherichia coli and Lambda phage as well as on the mutants of Rhizobium. He was a former director of the Central Institute of Medicinal and Aromatic Plants of the Council of Scientific and Industrial Research and an elected fellow of the Indian National Science Academy, National Academy of Agricultural Sciences, National Academy of Sciences, India, and Indian Academy of Sciences. The Council of Scientific and Industrial Research, the apex agency of the Government of India for scientific research, awarded him the Shanti Swarup Bhatnagar Prize for Science and Technology, one of the highest Indian science awards, in 1981, for his contributions to biological sciences.

Ghanshyam Swarup is an Indian molecular biologist, a J. C. Bose National Fellow and the head of the Ghanshyam Swarup Research Group of the Centre for Cellular and Molecular Biology. He is known for his studies on glaucoma and the discovery of protein tyrosine phosphatase, a new protein influencing the regulation of cell proliferation. Swarup is an elected fellow of the Indian Academy of Sciences, the Indian National Science Academy and the National Academy of Sciences, India. The Council of Scientific and Industrial Research, the apex agency of the Government of India for scientific research, awarded him the Shanti Swarup Bhatnagar Prize for Science and Technology, one of the highest Indian science awards, in 1996, for his contributions to biological sciences.

Bhamidipati Lakshmidhara Kanakadri Somayajulu (1937-2016) is an Indian geochemist and a CSIR Emeritus Scientist at Physical Research Laboratory, Ahmedabad. He is known for his studies on ancient and contemporary marine processes and is an elected fellow of several science societies such as the National Academy of Sciences, India, Geological Society of India, Indian Geophysical Union, American Geophysical Union, European Association for Geochemistry, Indian Academy of Sciences and the Indian National Science Academy. The Council of Scientific and Industrial Research, the apex agency of the Government of India for scientific research, awarded him the Shanti Swarup Bhatnagar Prize for Science and Technology, one of the highest Indian science awards for his contributions to Earth, Atmosphere, Ocean and Planetary Sciences in 1978.
