The Amsterdam Call for Action on Open Science is a document that advocates for "full open access for all scientific publications", and endorses an environment where "data sharing and stewardship is the default approach for all publicly funded research". [1]

History

The Amsterdam Call for Action on Open Science was first produced as a draft at an Open Science meeting that was organized by the Dutch Presidency of the Council of the European Union on April 4 and 5, 2016, in Amsterdam. [2] [3] [4] The draft presented to meeting participants in the morning of the 5th had twelve actions. These were commented on by participants, split up in various parallel sessions, and refined during the afternoon. The edits were not completed during the meeting and unlike the meeting schedule suggested, the Call text was not released on the 5th. Nevertheless, the draft was symbolically presented to Sander Dekker and the Dutch Presidency. [5] On April 6, the updated version was released for public commenting on a wiki. [6] In a mail which participants received it was stated that comments could be placed until 14 April. [7]

The finalised Call for Action was input to the Competitiveness Council on 27 May, led by the Dutch State Secretary for Education, Culture and Science Sander Dekker. In the main results of this meeting [8] a reference was made to the Call for Action in the document called "Outcome of the Council Meeting". [9] It was also referred to in the Draft Council conclusions on the transition towards an Open Science system, point 3 under the section on Open Science. [10] In the press comments on the meeting of the Competitiveness Council, the focus was mainly on the fact that European leaders call for ‘immediate’ open access to all scientific papers by 2020. Open access in the Netherlands Overview of the culture and regulation of open access in the Netherlands

Scholarly communication of the Netherlands published in open access form can be found by searching the National Academic Research and Collaborations Information System (NARCIS). The web portal was developed in 2004 by the Data Archiving and Networked Services of the Netherlands Organisation for Scientific Research and Royal Netherlands Academy of Arts and Sciences.

National Platform Open Science

The National Platform Open Science (NPOS) – – in The Netherlands is a collaboration of 17 Dutch organisations of higher education and research intent on realising Open Science. Among its members are the Umbrella organisation of Dutch universities (VSNU), the Royal Netherlands Academy of Arts and Sciences (KNAW), the Dutch Research Council (NWO), the National Library of the Netherlands (KB), and the like. The Platform brings together the parties that have initiated, formulated, or support the National Plan Open Science, that has been presented to the Dutch government in the beginning of 2017.

Plan S is an initiative for open-access science publishing launched in 2018 by "cOAlition S", a consortium of national research agencies and funders from twelve European countries. The plan requires scientists and researchers who benefit from state-funded research organisations and institutions to publish their work in open repositories or in journals that are available to all by 2021. The "S" stands for "shock".

SciPost Nonprofit open-access publisher

SciPost is a non-profit foundation dedicated to developing, implementing and maintaining innovative forms of electronic scientific communication and publishing. It is notable for operating the scipost.org open-access scientific publishing portal.
