Rule 22 : Duties of the Bureau
1. The Bureau shall carry out the duties assigned to it under the Rules of Procedure.
2. The Bureau shall take financial, organisational and administrative decisions on matters concerning Members and the internal organisation of Parliament, its Secretariat and its bodies.
3. The Bureau shall take decisions on matters relating to the conduct of sittings.
4. The Bureau shall adopt the provisions referred to in Rule 31 concerning Non-attached Members.
5. The Bureau shall decide the establishment plan of the Secretariat and lay down regulations relating to the administrative and financial situation of officials and other servants.
6. The Bureau shall draw up Parliament's preliminary draft estimates.
7. The Bureau shall adopt the guidelines for the Quaestors pursuant to Rule 25.
8. The Bureau shall be the authority responsible for authorising meetings of committees away from the usual places of work, hearings and study and fact-finding journeys by rapporteurs.
Where such meetings are authorised, the language arrangements shall be determined on the basis of the official languages used and requested by the members and substitutes of the committee concerned.
The same shall apply in the case of the delegations, except where the members and substitutes concerned agree otherwise.
9. The Bureau shall appoint the Secretary-General pursuant to Rule 197.
10. The Bureau shall lay down the implementing rules relating to European Parliament and Council Regulation (EC) No 2004/2003 on the regulations governing political parties at European level and the rules regarding their funding and shall, in implementing that Regulation, assume the tasks conferred upon it by these Rules of Procedure.
11. The President and/or the Bureau may entrust one or more members of the Bureau with general or specific tasks lying within the competence of the President and/or the Bureau. At the same time the ways and means of carrying them out shall be laid down.
12. When a new Parliament is elected, the outgoing Bureau shall remain in office until the first sitting of the new Parliament.
The Council of the European Union, often referred to in the treaties and other official documents simply as the Council, and informally known as the Council of Ministers, is the third of the seven Institutions of the European Union (EU) as listed in the Treaty on European Union. It is one of two legislative bodies and together with the European Parliament serves to amend and approve or veto the proposals of the European Commission, which holds the right of initiative.

Diana Paulette Wallis, is a British former Liberal Democrat Member of the European Parliament (MEP) for Yorkshire and the Humber. Wallis was first elected in 1999 and re-elected in 2004 and in 2009. She resigned her seat in January 2012 and went on to pursue an extensive array of academic, legal and mediation-related activities.
A European political party, known formally as a political party at European level and informally as a Europarty, is a type of political party organisation operating transnationally in Europe and within the institutions of the European Union. They are regulated and funded by the EU Regulation No 1141/2014 on European Political Parties and European Political Foundations and their operations are supervised by the EU Authority for European Political Parties and European Political Foundations. Europarties - usually made up of national parties, not individuals - have the exclusive right to campaign during the European elections and express themselves within the European Parliament by their affiliated political groups and their MEPs. Europarties influence the decision-making process of the European Council through coordination meetings with their affiliated heads of state and government. They also work closely and co-ordinate with their affiliated members of the European Commission.
The Secretariat of the European Parliament is the administrative body of the European Parliament headed by a Secretary-General. It is based in the Kirchberg district of Luxembourg City and around the Brussels-Luxembourg Station in Brussels and employs 4000 officials.
David Casa is a Maltese politician and Member of the European Parliament. He is Malta's longest serving MEP, having served since June 2004. As a member of the Nationalist Party in Malta, he belongs to the European People's Party.
Monica Frassoni is an Italian politician who served as a Member of the European Parliament from 1999 to 2009 and as co-chair of the European Green Party from 2009 to 2019. In 2018, she was elected at the local Council of Ixelles in the Brussels Region, representing the Ecolo party.

The European Public Prosecutor's Office (EPPO) is an independent body of the European Union (EU) with juridical personality, established under the Treaty of Lisbon between 22 of the 27 states of the EU following the method of enhanced cooperation. It is based in Kirchberg, Luxembourg City alongside the Court of Justice of the European Union (CJEU) and the European Court of Auditors (ECA).

In the European Parliament, the quaestors are elected to oversee administrative and financial matters directly affecting members (MEPs) as well as other duties assigned to them by the Parliament's Rules of Procedure or the Bureau of the European Parliament. Five quaestors are elected among the MEPs for two and a half year-terms, i.e. half a parliamentary term.

The European Citizens' Initiative (ECI) is a European Union (EU) mechanism aimed at increasing direct democracy by enabling "EU citizens to participate directly in the development of EU policies", introduced with the Treaty of Lisbon in 2007. The initiative enables one million citizens of the European Union, who are nationals of at least seven member states, to call directly on the European Commission to propose a legal act in an area where the member states have conferred powers onto the EU level. This right to request the commission to initiate a legislative proposal puts citizens on the same footing as the European Parliament and the European Council, who enjoy this right according to Articles 225 and 241 TFEU, respectively. The commission holds the right of initiative in the EU.{} The first registered ECI, Fraternité 2020, was initiated on 9 May 2012, although the first submitted ECI was One Single Tariff.
The Treaties of the European Union are a set of international treaties between the European Union (EU) member states which sets out the EU's constitutional basis. They establish the various EU institutions together with their remit, procedures and objectives. The EU can only act within the competences granted to it through these treaties and amendment to the treaties requires the agreement and ratification of every single signatory.
Marcel Kolaja is a Czech software engineer, Internet freedom and digital rights activist and a Czech Pirate Party politician who serves as a Member of the European Parliament (MEP) since the 2019 election and Quaestor of the European Parliament since 2022. He is a member of the Greens–European Free Alliance parliamentary group along with three other European Pirate Party MEPs.
The ninth European Parliament was elected in the 2019 elections and is to last until the 2024 elections.
