Cloud Peak Energy Inc. is a company headquartered in Gillette, Wyoming which mines coal in the Powder River Basin. The company was formed as a corporate spin-off from Rio Tinto Energy America in 2009. [1] [2] In its 2009 Annual Report Rio Tinto stated that it held a 48.3% stake in Cloud Peak Energy and its directly owned mines. [3] Cloud Peak Energy also has a 50% stake in the Decker Coal Company, which operates the Decker Mine in Montana. [3]

According to The Guardian , Cloud Peak Energy Inc was responsible for 0.1% of global industrial greenhouse gas emissions from 1988-2015. [4]

In May 2019, Cloud Peak Energy filed for bankruptcy. An analyst pointed to severe declines in demand for Powder River coal from markets in East Asia and the United States. [5]

Operations

The firm operates three open pit mines from thick deposits in Wyoming and Montana. [6]

Crow Nation

The firm has contracted with the Crow Nation to mine 20 million tons of coal annually on its reservation for shipment by rail to coal terminals in the Pacific Northwest for shipment to Asia. The project is called the Big Metal Project after a legendary Crow chief. [7] Big Metals Coal is a wholly owned subsidiary of Cloud Peak. The facilities of Cloud Peak's Spring Creek Mine are located directly to the east of the reservation and will be available for the use of Big Metal. [8]

Funding of climate change denial

Documents that have become public after the bankruptcy show that the company has funded several organizations that are known for spreading climate change denial. Among them are the Institute for Energy Research, a think tank that denies the scientific consensus on climate change and opposes renewable energy, the Center for Consumer Freedom, the pro-fossil American Legislative Exchange Council, which says that climate change is uncertain, the Montana Policy Institute which claims that earth is cooling, Koch-funded Americans for Prosperity, dark-money-groups such as Crossroads GPS and several other groups and organizations. In the past Cloud Peak Energy has denied any ties to the climate denial movement. For example, Richard Reavey, a vice president for government and public affairs, has stated Cloud Peak Energy “has never fought climate change — never fought it, never denied it or funded anyone who does.” [9]

Coal mining is an industry in transition in the United States. Production in 2019 was down 40% from the peak production of 1,171.8 million short tons in 2008. Employment of 43,000 coal miners is down from a peak of 883,000 in 1923. Generation of electricity is the largest user of coal, being used to produce 50% of electric power in 2005 and 27% in 2018. The U.S. is a net exporter of coal. U.S. coal exports, for which Europe is the largest customer, peaked in 2012. In 2015, the U.S. exported 7.0 percent of mined coal.

The Cordero Rojo Mine is a coal mining complex located in the state of Wyoming in the United States, in the coal-rich Powder River Basin. The mine is of open pit construction and employs several dragline excavators. Two coal-processing facilities are located on-site, and crushed coal is shipped by rail to electric utility customers in the south and west of the United States. The mine employs between 430 and 540 people.

Rio Tinto Energy America (RTEA) was a wholly owned American subsidiary of the England and Australia-based mining giant, the Rio Tinto Group, headquartered in Gillette, Wyoming, United States. The company, previously known as Kennecott Energy after another of Rio Tinto's American subsidiaries, was formed in 1993 when Rio Tinto purchased NERCO and placed that company's Spring Creek coal mine and Antelope coal mine under the RTEA umbrella. Subsequent acquisitions included the Cordero Mining Company, the Colowyo Coal Company, and the Jacobs Ranch coal mine. RTEA operated four mines in Wyoming and Montana, supplying fuel for the generation of approximately 6% of the United States' electricity consumption. The RTEA mines were spun off to Cloud Peak Energy in 2010.

Alpha Metallurgical Resources is a large American producer of metallurgical coal for the industrial production of steel and iron and low-sulfur thermal coal to fuel steam boilers for the production of electrical power. In November, 2018 the company was acquired by Contura Energy. The company also provides industry services relating to equipment repairs, road construction and logistics, with domestic operations and coal reserves within the states of Virginia, West Virginia, Kentucky, Wyoming, Utah, Illinois, Tennessee, and Pennsylvania. Alpha Natural Resources does not produce all of the coal it sells; much of the coal sold by Alpha Natural Resources is purchased from independent mining operations and then resold in the worldwide market.

Coal mining in Wyoming has long been a significant part of the state's economy. Wyoming has been the largest producer of coal in the United States since 1986, and in 2018, coal mines employed approximately 1% of the state’s population. In 2013, there were 17 active coal mines in Wyoming, which produced 388 million short tons, 39 percent of all the coal mined in the US, and more than three times the production of second-place West Virginia. Market forces, including the low price of natural gas from the fracking boom—coal's main competition—contributed to the steep drop in coal production in the 2000s as electricity generation switched from coal to gas.

It is the fourth largest coal producer in the country, and the largest privately-owned coal company. Founded in 1988 by Robert E. Murray, the company filed for bankruptcy in 2019. The company gained notoriety following the collapse of the Crandall Canyon Mine in 2007, following a number of citations and fines for safety practices at the site.
