Consumer education is the preparation of an individual to be capable of making informed decisions when it comes to purchasing products [1] in a consumer culture. It generally covers various consumer goods and services, prices, what the consumer can expect, standard trade practices, etc. While consumer education can help consumers to make more informed decisions, some researchers have found that its effects can drop off over time, suggesting the need for continual education. [2] New dimensions of consumer education are also beginning to emerge as people become more aware of the need for ethical consumerism and sustainable consumer behaviour in our increasingly globalized society.

Background

Consumer education is an education that can be found in several areas of study in the formal school curriculum and incorporated knowledge from many disciplines, including: economics, game theory, information theory, law, mathematics, and psychology. The goal of teaching the subject is to help people understand in what ways we, as humans, traditionally make oversights in decision-making, so that we can be more self-aware and try to use that information to make more critical and useful decisions. It is especially important in a consumerist society, where many options are available, but rarely ever of equal quality, and where many options take advantage of our biases when we lack complete information, are in need of something urgently (like food while grocery shopping), our preference for familiar and common things, or when we have uneasy feelings. [3] Training for teachers also include instruction regarding different branches of consumerism. [4]

Consumer education focuses on both functional skills and rights. These two elements are inseparable in the sense that awareness of several rights leads to functional skills. [5] There are also instances when consumer education is conducted for the purpose of changing consumer perceptions, such as the educational drive to increase consumer confidence in for example e-commerce. [6]

Subject matter

Traditionally, the subject matter taught in consumer education would be found under the label home economics. Beginning in the late 20th century, however, with the rise of consumerism, the need for an individual to manage a budget, make informed purchases, and save for the future have become paramount. The outcomes of consumer education include not only the improved understanding of consumer goods and services, but also increased awareness of the consumer's rights in the consumer market and better capability to take actions to improve consumer well-being. Subjects included in consumer education also vary from country to country. For instance, in the United Kingdom the focus is on the protection of children from the effects of exploitative consumer society, while in the Philippines the emphasis is more on issues related to the more immediate public interest (e.g., boiling water before drinking it, examining sugar for impurities). Consumer education for families

Consumer education helps families gain information to make cost effective choices in child care. [9] The goal for consumer education for families is to reduce the financial burden to quality child care by reviewing trusted information to become their own advocates. [10] This is done by providing education to parents on the awareness of early education and childcare as well as the financial assistance that may be needed by low income families to attend public or private pre-K facilities. [11] The National Center for Children in Poverty (NCCP) defines consumer education for families as raising awareness on child care that meets the familial demands through a continuum of skills to expand knowledge, increase variety, and an increase in resources that families can use. [12]

Consumer education around the world

In multiple countries home economists have contributed in strengthening these programs aimed at women, families, and children. These programs aim to teach women formally and informally education, increase understanding and appreciation of other cultures, improving public health, and improving the process of introducing change.[ citation needed ]

A few professional organizations have facilitated international involvement. Some of these include the International Federation of Home Economics (IFHE), American Home Economics Association now the American Association of Family and Consumer Sciences (AAFCS), and the American Association of State Universities and Land Grant Colleges (AASULGC) now the National Association of State Universities and Land-Grant Colleges (NASULGC).[ citation needed ]

Economists in the United States become more involved outside their country around the twentieth century when mission boards hired graduates to assist in establishing home economics departments in other countries to improve living conditions of the people.[ citation needed ] In the United States, a few states have set up consumer education programs that aim at educating future populations. Texas Office of Consumer Credit Consumer aims to educate Texans to be financially literate and to make good decisions as a consumer. [13]

In Australia, consumer education starts in years 9 and 10 as an elective course during their educational career. [14]

Health and nutrition in consumerism

The Food and Drug Administration (FDA) is responsible for protecting the public health by assuring the safety, efficacy, and security of human and veterinary drugs, biological products, medical devices, our nation's food supply, cosmetics, and products that emit radiation. The FDA also provides accurate, science-based health information to the public. [15] Making any health claims without the FDA reviewing it first is illegal. This is not the case for structural or functional claims on conventional food.

Consumers are becoming increasingly health-conscious and most agree that eating healthy is a better way to prevent illness than using medication. An increased consciousness of eating healthy among consumers has led to more consumers buying functional foods who are marketed with scientifically substantiated claims to improve health and well-being. The American dietetic Association supports the use of health claims that have previously been approved by the Food and Drug Administration (FDA) but stresses the importance of health claims on food being supported by a program of health and nutrition. Multiple sources have to support these claims to make sure there are no unbalanced messages received by the consumer. [16]

To make sure consumers are being influenced by the claims that are made, it is important that consumers are being exposed and pay attention to the claim, that they have an understanding of the claim and that they have a change in their attitude and belief. after that it is important to maintain this behavior change. [18]

A dietary supplement is a manufactured product intended to supplement a person's diet by taking a pill, capsule, tablet, powder, or liquid. A supplement can provide nutrients either extracted from food sources, or that are synthetic. The classes of nutrient compounds in supplements include vitamins, minerals, fiber, fatty acids, and amino acids. Dietary supplements can also contain substances that have not been confirmed as being essential to life, and so are not nutrients per se, but are marketed as having a beneficial biological effect, such as plant pigments or polyphenols. Animals can also be a source of supplement ingredients, such as collagen from chickens or fish for example. These are also sold individually and in combination, and may be combined with nutrient ingredients. The European Commission has also established harmonized rules to help insure that food supplements are safe and appropriately labeled.

A health claim on a food label and in food marketing is a claim by a manufacturer of food products that their food will reduce the risk of developing a disease or condition. For example, it is claimed by the manufacturers of oat cereals that oat bran can reduce cholesterol, which will lower the chances of developing serious heart conditions. Vague health claims include that the food inside is "healthy," "organic," "low fat," "non-GMO," "no sugar added," or "natural".

In the U.S. and Canada, the Reference Daily Intake (RDI) is used in nutrition labeling on food and dietary supplement products to indicate the daily intake level of a nutrient that is considered to be sufficient to meet the requirements of 97–98% of healthy individuals in every demographic in the United States. While developed for the US population, it has been adopted by other countries, though not universally.

Nutraceutical is a marketing term used to imply a pharmaceutical effect from a compound or food product that has not been scientifically confirmed or approved to have clinical benefits. In the United States, nutraceuticals are unregulated, existing in the same category as dietary supplements and food additives by the Food and Drug Administration (FDA), under the authority of the Federal Food, Drug, and Cosmetic Act.

Cosmeceuticals are cosmetic products with bioactive ingredients purported to have medical benefits. In the US, there are no legal requirements to prove that these products live up to their claims. The name is a portmanteau of "cosmetics" and "pharmaceuticals". Nutricosmetics are related dietary supplement or food or beverage products with additives that are marketed as having medical benefits that affect appearance.

The nutrition facts label is a label required on most packaged food in many countries, showing what nutrients and other ingredients are in the food. Labels are usually based on official nutritional rating systems. Most countries also release overall nutrition guides for general educational purposes. In some cases, the guides are based on different dietary targets for various nutrients than the labels on specific foods.

Superfood is a marketing term for food claimed to confer health benefits resulting from an exceptional nutrient density. The term is not commonly used by experts, dietitians and nutrition scientists, most of whom dispute that particular foods have the health benefits claimed by their advocates. Even without scientific evidence of exceptional nutrient content, many new, exotic, and foreign fruits or ancient grains are marketed under the term – or superfruit or supergrain respectively – after being introduced or re-introduced to Western markets.

Food policy is the area of public policy concerning how food is produced, processed, distributed, purchased, or provided. Food policies are designed to influence the operation of the food and agriculture system balanced with ensuring human health needs. This often includes decision-making around production and processing techniques, marketing, availability, utilization, and consumption of food, in the interest of meeting or furthering social objectives. Food policy can be promulgated on any level, from local to global, and by a government agency, business, or organization. Food policymakers engage in activities such as regulation of food-related industries, establishing eligibility standards for food assistance programs for the poor, ensuring safety of the food supply, food labeling, and even the qualifications of a product to be considered organic.

Direct-to-consumer advertising (DTCA) refers to the marketing and advertising of pharmaceutical products directly to consumers as patients, as opposed to specifically targeting health professionals. The term is synonymous primarily with the advertising of prescription medicines via mass media platforms—most commonly on television and in magazines, but also via online platforms.

Food marketing brings together the food producer and the consumer through a chain of marketing activities.

Nutritional rating systems are used to communicate the nutritional value of food in a more-simplified manner, with a ranking, than nutrition facts labels. A system may be targeted at a specific audience. Rating systems have been developed by governments, non-profit organizations, private institutions, and companies. Common methods include point systems to rank foods based on general nutritional value or ratings for specific food attributes, such as cholesterol content. Graphics and symbols may be used to communicate the nutritional values to the target audience.

Nutrition education is a set of learning experiences designed to assist in healthy eating choices and other nutrition-related behavior. It includes any combination of educational strategies, accompanied by environmental supports, designed to facilitate voluntary adoption of food choices and other food and nutrition-related behaviors conducive to health and well-being. Nutrition education is delivered through multiple venues and involves activities at the individual, community, and policy levels. Nutrition Education also critically looks at issues such as food security, food literacy, and food sustainability.

Nutrition psychology (NP) is the psychological study of the relationship between dietary intake and different aspects of psychological health. It is an applied field that uses an interdisciplinary approach to examine the influence of diet on mental health. Nutrition psychology seeks to understand the relationship between nutritional behavior and mental health/well-being NP is a sub-field of psychology and more specifically of health psychology. It may be applied to numerous different fields including: psychology, dietetics, nutrition, and marketing. NP is a fairly new field with a brief history that has already started to contribute information and knowledge to psychology. There are two main areas of controversy within nutrition psychology. The first area of controversy is that the topic can be viewed in two different ways. It can be viewed as nutrition affecting psychological functions, or psychological choices and behavior influencing nutrition and health. The second controversy is the defining of what is "healthy" or "normal" as related to nutrition.

<span class="mw-page-title-main">Dietary Supplement Health and Education Act of 1994</span> 1994 statute of United States Federal legislation

The Dietary Supplement Health and Education Act of 1994 ("DSHEA"), is a 1994 statute of United States Federal legislation which defines and regulates dietary supplements. Under the act, supplements are regulated by the FDA for Good Manufacturing Practices under 21 CFR Part 111. The act was intended to exempt the dietary and herbal supplement industry from most FDA drug regulations, allowing them to be sold and marketed without scientific backing for their health and medical claims.

Citizens for Health is a U.S. non-profit organization which advocates on issues affecting nutrition, obesity, dietary supplements, food labeling and other health matters.

Section 4205 of the Patient Protection and Affordable Care Act (ACA) requires that standard menu items at qualifying chain restaurants and vending machines have proper nutrition labeling. Though the Affordable Care Act was signed into federal law in 2010, implementation of the menu labeling requirements was delayed by the U.S. Food and Drug Administration several times until they went into effect on May 7, 2018.

<span class="mw-page-title-main">Preventive nutrition</span> Branch of nutrition science

Preventive Nutrition is a branch of nutrition science with the goal of preventing, delaying, and/or reducing the impacts of disease and disease-related complications. It is concerned with a high level of personal well-being, disease prevention, and diagnosis of recurring health problems or symptoms of discomfort which are often precursors to health issues. Preventive nutrition may assist in prolonging the onset of non-communicable diseases and may allow adults to experience more "healthy living years" later in life. The need for preventive nutrition continues to grow as the overweight and obese population numbers steadily rise within the childhood to adult populous, as the numbers have increased over the last 40 years. To educate the public about preventive nutrition, each social structure has its own way of communicating what preventive nutrition is within its own society, this is done through either a public health forum, government programs and policies or nutritional education. In the United States, preventive nutrition is taught to the public through the use of the food pyramid or MyPlate initiatives.

<span class="mw-page-title-main">The Proxmire Amendment</span> US legislation related to dietary supplements

The Proxmire Amendments were a series of legislation that prohibited the Food and Drug Administration from monitoring and limiting the potency of vitamins and minerals found in dietary supplements. The Proxmire Amendment also made it so that food supplements could not be classified as drugs, making their sale possible without a prescription from a doctor. According to a study done, "dietary supplements fall into the following categories: vitamins, minerals, herbs or other botanicals, amino acids, animal-derived products, hormones and hormone analogues, enzymes, and concentrates, metabolites, constituents, or extracts of these." They can be used by anyone wishing to purchase them as much or as little as they desire. Dietary supplements can be used to increase productivity, treat illness, help mental health such as depression and anxiety, enhancing mental abilities, building muscle, or losing weight, among many other uses. William Proxmire, a Senator for Wisconsin, was instrumental in influencing the passing the Proxmire Amendment. The Proxmire Amendment is also known as The Rogers-Proxmire Amendment of 1976, and The Vitamins and Minerals Amendments. This amendment became section 411 of the Federal Food, Drug, and Cosmetic Act.
